Gestión pública del patrimonio cultural transnacional : el caso del Puente Internacional Barão de Mauá (Brasil/Uruguay/Mercosur)

Abstract

El objetivo de esta investigación fue analizar el proceso de gestión del Puente Internacional Barão de Mauá, patrimonio cultural de Brasil (2012), Uruguay (1977) y el MERCOSUR (2015). La investigación es de carácter positivista y analiza: 1) las normas de cooperación internacional del MERCOSUR, además de las nacionales de Brasil y Uruguay, sobre patrimonio cultural y sobre el Puente Barão de Mauá; 2) los acuerdos bilaterales entre Brasil y Uruguay que se refieren al puente; 3) las acciones de las instituciones patrimoniales de Brasil y Uruguay sobre el puente y; 4) el Plan de Gestión Patrimonial del Puente propuesto por el MERCOSUR. El resultado del estudio fue una descripción de las políticas de gestión patrimonial adoptadas por el MERCOSUR, Brasil y Uruguay sobre el Puente Barão de Mauá, en base a una gran variedad de documentación, descubriendo las estrategias de gestión patrimonial de los bienes de frontera en el Cono Sur.

The objective of this research was to verify the cultural heritage management processes of Transboundary Properties in the case of the Barão de Mauá International Bridge, cultural heritage of Brazil (2012), Uruguay (1977) and MERCOSUR (2015). The research was positivist and it analyzed: 1) MERCOSUR's international cooperation norms, and the national laws of Brazil and Uruguay on that Bridge; 2) the bilateral agreements between Brazil and Uruguay that refer to the Bridge; 3) the policies of the institutions of the cultural heritage of Brazil and Uruguay and; 4) the Heritage Management Plan proposed for the Bridge by Mercosur. The result was an description of the cultural heritage management policies adopted by Mercosur, Brazil and Uruguay on the Barão de Mauá Bridge, based on a large amount of documentation, showing strategies for border cultural heritage’s management in MERCOSUR.
