A crise do estado no discurso dos candidatos à presidência da república do Brasil em 1989

Abstract

Este trabalho tem por objetivo analisar os discursos dos candidatos à Presidência da República do Brasil em 1989, incorporando os diferentes contextos que lhes dão suporte, em referência a um tema básico: a crise do Estado brasileiro. O corpus discursivo é formado pelos pronunciamentos relativos ao tema dos oito candidatos mais votados do primeiro turno da eleição, que foram extraídos dos programas eleitorais gratuitos veiculados em televisão no horário noturno. Para analisar as diferentes formas de manifestação da crise estatal, a dissertação contemplou as seguintes variáveis: a crise dos serviços públicos, a influência da política econômica na crise do Estado, e, finalmente, uma discussão sobre as relações entre as noções de Estado interventor e de Estado de orientação neoliberal.

This study aims at analysing the speeches of the candidates to the Presidency of Brazil in 1989, taking into account the different contexts on whicih they were based and regarding a single topic: the crisis of the Brazilian State. The corpus analysed comprises pronouncements related to the topic which were made by the eight candidates most voted for in the first polling round of the presidential election. Such pronouncements were taken from the electoral programs aired on television during prime time, provided at no cost to the candidates. In order to analyse the various forms of declaring the crisis of the State, this dissertation addressed the following variables: the crisis in the public services, the influence of the economic policy on the State crises, and, finally, the discussion of the relations between the concept of an intervening State and the concept of a State with a neoliberal orientation.
