Organização do movimento sindical docente no ensino superior em Porto Alegre

Abstract

Os sindicatos são um importante espaço de organização da classe trabalhadora na medida em que aglutinam as reivindicações econômicas e políticas destes trabalhadores. Entretanto, os mesmos, desde o final da década de 1980 e início da década de 1990, estão passando por uma crise (ALVES, 2014), resultado tanto da reestruturação produtiva quanto da emergência da pragmática neoliberal e da financeirização do capital (ANTUNES, 2018). A ANDES surgiu em 1981 a partir de uma ampla organização de Associações Docentes e transformou-se em ANDES-SN em 1988. Mais recentemente, um grupo de docentes optou pela dissidência do ANDES-SN e pela criação do PROIFES-Fórum em 2004, o qual se transformou em PROIFES-Federação em 2012. Em nível nacional existem duas entidades representativas dos docentes do ensino superior (o ANDES-SN e o PROIFES-Federação) e, de modo análogo, a organização do movimento sindical docente no ensino superior de Porto Alegre se dá pela existência da ADUFRGS-Sindical, entidade vinculada ao PROIFES-Federação, e da Seção Sindical do ANDES-SN na UFRGS, organizada no ANDES-SN. Diante disso, questiona-se: por que existem duas entidades representativas no movimento sindical docente (o ANDES-SN e o PROIFES-Federação)? Está-se diante de um processo de fragmentação sindical? Quais as repercussões da existência destas duas entidades nas práticas do movimento sindical docente no Ensino Superior em Porto Alegre? O desenvolvimento desta pesquisa compreendeu três etapas, sendo elas, a aproximação com o campo de estudo; a realização de pesquisa e análise documental; e a efetivação de entrevistas semiestruturadas e sua análise. A organização do movimento sindical docente é fragmentada, uma vez que existem concepções sindicais díspares no interior do sindicalismo brasileiro. A concepção sindical predominante do ANDES-SN é a classista, enquanto do PROIFES-Federação é a negocial de Estado. As repercussões desta organização fragmentada nas práticas do movimento sindical docente no ensino superior de Porto Alegre foram analisadas em dois níveis, quais sejam: de práticas organizativas distintas e de conflitos que impossibilitam o diálogo intersindical no movimento sindical docente no ensino superior de Porto Alegre. Diante da crise do sindicalismo, a qual se manifesta no movimento sindical docente, entendo que é necessário que as entidades docentes atuem no sentido de aglutinar as reivindicações econômicas e políticas, avancem na construção unitária de lutas docentes por meio de reivindicações convergentes e desenvolvam lutas que aproxime os docentes da totalidade da classe trabalhadora em direção a emancipação econômica, social e política dos trabalhadores.

Trade unions are an important space for the organization of the working class insofar as they bring together the economic and political claims of these workers. However, since the end of the 1980s and the beginning of the 1990s, they have been experiencing a crisis (ALVES, 2014), a result of productive restructuring, the emergence of neoliberal pragmatics, and the financialization of capital (ANTUNES, 2018). ANDES emerged in 1981 from a broad organization of Teachers' Associations and became ANDES-SN in 1988. More recently, a group of teachers opted for dissidence from ANDES-SN and for the creation of PROIFES-Fórum in 2004, which became PROIFES-Federação in 2012. At the national level, there are two entities representing higher education teachers (ANDES-SN and PROIFES-Federação) and, similarly, the organization of the teachers' union movement in higher education in Porto Alegre is due to the existence of ADUFRGS-Sindical, an entity linked to PROIFES-Federação, and of the Union Section of ANDES-SN at UFRGS, organized at ANDES-SN. In view of this, the following questions arise: why are there two representative entities in the teachers' union movement (ANDES-SN and PROIFES-Federação)? Are we facing a process of union fragmentation? What are the repercussions of the existence of these two entities in the practices of the teachers' union movement in Higher Education in Porto Alegre? The development of this research comprised three stages, namely, approaching the field of study; conducting research and document analysis; and carrying out semi-structured interviews and their analysis. The organization of the teachers' union movement is fragmented since there are different union conceptions within Brazilian unionism. The predominant trade union conception of ANDES-SN is the classist one, while of PROIFES-Federação it is the negotiation of the State. The repercussions of this fragmented organization on the practices of the teachers' union movement in higher education in Porto Alegre were analyzed at two levels: distinct organizational practices and conflicts that make inter-union dialogue impossible in the teachers' union movement in higher education in Porto Alegre. Faced with the crisis of unionism, which manifests itself in the teachers' union movement, I understand that teaching entities must act in the sense of uniting economic and political claims, advance in the unitary construction of teaching struggles through convergent claims, and develop struggles that bring teachers closer to the entire working class towards the economic, social and political emancipation of workers.
