Gabinete Digital no Sistema Estadual de Participação Popular e Cidadã (SISPARCI) : uma análise das práticas de participação

Abstract

Este trabalho tem como tema a análise das práticas de participação do Gabinete Digital, este inserido no Sistema Estadual de Participação Popular e Cidadã (SISPARCI). O objetivo geral é analisar a experiência do Gabinete Digital, a partir das formas de inserção da cidadania nesse instrumento. Como objetivos específicos, o trabalho pretende: descrever a experiência do Gabinete Digital, no contexto do SISPARCI; verificar se o Gabinete Digital corresponde efetivamente a uma prática participativa; identificar o impacto da experiência do Gabinete Digital na Administração Pública do estado do Rio Grande do Sul. Os resultados desta pesquisa demonstram que há um déficit democrático nos mecanismos de interface com a cidadania do Gabinete Digital, ao passo que não há uma efetiva participação dos cidadãos.

This work has covered the analysis of the Digital Office participatory practice , this inserted in the State System of Popular Participation and Citizen ( SISPARCI ) . The overall objective is to analyze the experience of the Digital Office , from the forms of insertion of citizenship therein . The specific objectives , the work aims to : describe the experience of Digital Office , in the context of SISPARCI ; verify that the Digital Office effectively corresponds to a participatory practice ; identify the impact of the Digital Office of experience in public administration state of Rio Grande do Sul. The results have shown that there is a democratic deficit in the interface mechanisms with the citizenship of Digital Office, while there is no effective citizen participation.
