Difusão de instituições arquivísticas através de seus websites : o caso do Arquivo Nacional

Abstract

O website de uma instituição é a sua fonte principal de informações na Web e tem como propósito sua divulgação e aproximação de seu usuário. Este trabalho tem por objetivo propor uma reflexão acerca do grau de aderência do website do Arquivo Nacional no que tange às Diretrizes Gerais para a Construção de Websites de Instituições Arquivísticas propostas pelo Conselho Nacional de Arquivos (CONARQ) e aos requisitos de transparência ativa exigidos pela Lei de Acesso à Informação (LAI), visando à difusão da instituição. Identifica as recomendações e os requisitos presentes no website e verifica existência de relação entre ambos. Trata-se de um estudo de caso descritivo de abordagem quali-quantitativa a partir de pesquisa documental através da observação do website. Descreve as recomendações e requisitos identificados e apresenta a porcentagem das recomendações e dos requisitos identificados e não identificados no website. Apresenta, também, as semelhanças entre as recomendações e requisitos. Conclui que o website do Arquivo Nacional atende parcialmente aos itens verificados e ressalta a importância do uso de ferramentas de Tecnologias da Informação e Comunicação por parte dos arquivos públicos, incluindo assim o Arquivo Nacional, uma vez que estas ferramentas são parte do cotidiano dos usuários reais e potenciais, enfatizando que o objetivo primordial dos arquivos é o acesso.

The website of an institution is its main source of information on the web and it intends to promote it and to reach its users. This paper’s goal is to propose a reflection about the level of adherence of the website of the national archives concerning the general guidelines for website construction of archival institutions proposed by the national council of archives and the active transparency requirements demanded by the law of access to information, aiming the outreach of the institution. It identifies the recommendations and requirements found on the website and it verifies the existence of relation between both of them. It is a descriptive case study with quali-quantitative approach through documental research by the observation of the website. It describes the recommendations and requirements identified and it presents the percentage of recommendations and requirements found and not found on the website. It also shows the similarities between the recommendations and the requirements. It concludes that the national archives website caters partially to the verified items and it highlights the importance of information and communication technologies use by public archives, including the national archives, since this tools are a part of the everyday of the real users and the potential ones, emphasizing that the main goal of archives is access.
