O Afeto, o pertencimento e o lugar de ação política em uma periferia urbana : a implantação do Campus Restinga - IFRS

Abstract

Essa pesquisa se desenvolve sobre o contexto da instalação do campus Restinga, vinculado ao IFRS, presente no bairro que lhe empresta o nome, localizado no extremo sul de Porto Alegre/RS. Objetivou-se a análise da relação entre o bairro e a instituição de ensino, fruto de um processo de reivindicação e conquista dos moradores, bem como a sua contextualização com os conceitos de lugar e de território, especialmente, para entender o papel dessa instituição e sua intrínseca relação com o bairro. Nesse ínterim, a compreensão da construção do espaço ao longo do tempo foi importante para identificar a conformação do lugar, seus limites — que marcam os territórios — e o surgimento dos símbolos presentes na paisagem. Dessa compreensão, surgiu a figura do “restingueiro”, estereótipo mencionado pelos interlocutores que compartilharam suas memórias para recompor essa geografia. O contexto temporal demonstra como os moradores foram reivindicando suas infraestruturas e equipamentos urbanos, até culminar na necessidade da qualificação via educação profissional. É nesse ponto que se busca o Campus do Instituto Federal e as novas formas de apropriação e organização do lugar/território se configuram, as quais são demonstradas na relação existente entre a instituição e o bairro, ora figurando como lugar, ora figurando como território. Nesse movimento, a instituição passa a ser lugar gerador de ações, tornando-se sujeito de processos reivindicados pela comunidade, quando analisada pelas perspectivas dialética e fenomenológica.

This research is developed in the context of the establishment of the Restinga Campus, which is part of the Federal Institute of Rio Grande do Sul - IFRS, located in the neighborhood that lends it its name, in the extreme south of Porto Alegre/RS. The primarily goal for this research is to analyze the relationship between the neighborhood and the educational institution, which was the result of a process of claiming and conquest of its residents. It is also a goal of this research to analyze the contextualization of the concepts of place and territory, especially in order to understand the role of this institution and its intrinsic relationship with the neighborhood. In the meantime, understanding the construction of space over time was important to identify the composition of the place, its limits, which mark its territories, and the emergence of symbols present in the landscape. From this understanding, the figure of the “restingueiro” appeared, a stereotype mentioned by the interlocutors who shared their memories to recompose this geography. The time context demonstrates how the residents were claiming their infrastructure and urban equipment, culminating in the need for qualification via professional education. It is at this point that the IFRS Campus is sought and new forms of appropriation and organization of the place/territory are configured, which are demonstrated in the existing relationship between the institution and the neighborhood, sometimes appearing as a place, sometimes appearing as a territory. In this movement, the institution becomes a producer of actions, becoming the subject of processes claimed by the community, when analyzed from the dialectical and phenomenological perspectives.
