Análise dos modelos de regulação do setor de energia elétrica no Brasil a partir dos anos 1990

Abstract

As reformas regulatórias no Setor Elétrico brasileiro no período que compreende a década de 1990 até 2004. Ao longo de sua história o Setor Elétrico brasileiro se desenvolveu com a participação estatal na realização de investimentos, porém na década de 1990 diante de das dificuldades financeiras que o Estado brasileiro atravessava foi implementada uma reforma regulatória que viabilizassem novos investimentos no setor. Nesse trabalho, com o intuito de compreendermos a realidade do setor a época da reforma é efetuada uma pesquisa exploratória com caráter de levantamento bibliográfico sobre a formação e desenvolvimento do Setor Elétrico brasileiro. A revisão bibliográfica colabora para a compreensão a respeito do papel do Estado na regulação do setor, assim como nos ajuda a perceber a trajetória que foi percorrida até o início do processo de atualização regulatória. Tendo como base o referencial histórico será possível analisar o desempenho e desdobramentos que vieram ocorrer após a implementação das mudanças institucionais.

The regulatory reforms in the Brazilian Electric Sector in the period between the 1990s and 2004. Throughout its history, the Brazilian Electric Sector has developed with state participation in the making of investments, however, in the 1990's, in view of the financial difficulties the Brazilian State was going through, a regulatory reform was implemented to enable new investments in the sector. In this work, with the purpose of understanding the reality of the sector at the time of the reform, an exploratory research with a bibliographical survey character is carried out on the formation and development of the Brazilian Electric Sector. The bibliographical revision contributes to the understanding of the role of the State in the regulation of the sector, as well as helps us to understand the path followed until the beginning of the regulatory updating process. Based on the historical referential it will be possible to analyze the performance and developments that occurred after the implementation of the institutional changes.
