O trabalho do/a assistente social junto à população em situação de rua : limites e possibilidades da proteção social

Abstract

O presente trabalho de conclusão de curso tem como objetivo abordar o trabalho do/a Assistente Social junto à População em Situação de Rua, e os limites e possibilidades da proteção social. O interesse pelo tema surge a partir da experiência do Estágio Obrigatório vivenciado no Acolhimento Institucional, destinado a pessoas adultas em situação de rua. Somam-se a esse fato as implicações que surgiram no decorrer da graduação, buscando refletir acerca da realidade vivenciada por este segmento populacional. Para realizar a discussão deste tema buscamos estabelecer relação com a realidade, onde foi utilizado como ponto de partida a experiência vivenciada no Acolhimento Institucional do município de Cachoeirinha/RS e edições do jornal Boca de Rua, que é uma importante ferramenta de resistência da PSR no município de Porto Alegre/RS. Abordaremos acerca dos direitos humanos e população em situação de rua a fim de evidenciar a importância dos DH junto a PSR. Assim como iniciaremos a reflexão a respeito da relação da política de Assistência Social e População em Situação de Rua, bem como, traremos um estudo sobre as características dos usuários atendidos pelo Serviço Social do Acolhimento Institucional de Cachoeirinha/RS no primeiro trimestre de 2019. Após, procuramos evidenciar o trabalho do/a Assistente Social junto à PSR e limites e possibilidades da proteção social, dando ênfase para as políticas de saúde e assistência social. Devido ao atravessamento da pandemia ocasionada pelo Covid-19, realizaremos breves reflexões sobre a realidade social das pessoas em situação de rua durante este período. Por fim, teceremos acerca das considerações finais e referências utilizadas como base para a construção deste trabalho. Concluímos que foi importante trazermos as considerações e pontos de vista da população em situação de rua acerca da temática escolhida, pois diversas vezes a PSR é invisibilizada e ignorada, de forma que com este trabalho buscou-se fazer o inverso: dar visibilidade e acolhê-los a respeito de suas realidades e resistências.

This course conclusion work aims to address the work of the Social Worker with the Homeless Population, and the limits and possibilities of social protection. The interest in the subject arises from the experience of the Mandatory Internship lived in the Institutional Acolhimento, intended for adults in street situations. Added to this fact are the implications that emerged during graduation, seeking to reflect on the reality experienced by this population segment. To carry out the discussion of this theme, we seek to establish a relationship with reality, where the experience lived in the Institutional Reception of the city of Cachoeirinha/RS and editions of the Boca de Rua newspaper, which is an important tool of resistance of the PSR in the city of Porto Alegre/RS. We will address human rights and homeless people in order to highlight the importance of DH with the PSR. As well as we will start the reflection on the relationship of the Social Assistance policy and the Homeless Population, as well as, we will bring a study on the characteristics of the users served by the Social Service of the Institutional Acolhimento of Cachoeirinha/RS in the first quarter of 2019. After , we sought to highlight the work of the Social Worker with the PSR and the limits and possibilities of social protection, emphasizing health and social assistance policies. Due to the crossing of the pandemic caused by Covid-19, we will make brief reflections on the social reality of homeless people during this period. Finally, we will weave about the final considerations and references used as a basis for the construction of this work. We concluded that it was important to bring the considerations and points of view of the homeless population about the chosen theme, because many times the PSR is made invisible and ignored, so that with this work we sought to do the opposite: to give visibility and welcome them about their realities and resistances.
