No olho do furacão : o policy design e a construção social do programa avançar na agropecuária e no desenvolvimento rural para o eixo estratégico da agricultura familiar

Abstract

Este trabalho de conclusão de curso analisa a implementação do Programa Avançar – Eixo II para a Agricultura e o Desenvolvimento Rural lançado em dezembro de 2021 pelo governo do estado do Rio Grande do Sul à época. O Programa Avançar utilizou a estrutura do Fundo Estadual de Apoio aos Pequenos Estabelecimentos Rurais (Feaper) com o objetivo de operacionalizar o financiamento de projetos para agricultores familiares. A análise foi elaborada a partir das teorias da Construção Social (SCHNEIDER; INGRAM, 1988, 1993; INGRAM; SCHNEIDER, 1990, 1991) e do Policy Design (SIMON, 1981; BOBROW, DRYZEK, 1987; SCHNEIDER; INGRAM, 1988; WEIMER; VINING, 1989; MAY, 1991), utilizando a ferramenta de análise de implementação do bottom-up, a qual postula que os policymakers e atores interessados contribuem ativamente para elaborar as regras de implementação e para executar adaptações necessárias ao contexto local. Trata-se de uma análise exploratória de caráter etnográfico, visto que o estudo foi realizado devido a atividade de estágio não obrigatório na Secretaria da Agricultura, Pecuária e Desenvolvimento Rural (SEAPDR). O cerne do trabalho é entender o processo de implementação, desde a legislação que referencia a política pública até a percepção dos gestores técnicos em relação ao programa AVANÇAR e ao público beneficiário da política.

This course completion paper analyzes the implementation of the Avançar Program - Axis II for Agriculture and Rural Development launched in December 2021 by the state government of Rio Grande do Sul at the time. The Avançar Program used the structure of the State Fund for Support to Small Rural Establishments (Feaper) with the objective of operationalizing the financing of projects for family farmers. The analysis was elaborated from the theories of Social Construction (SCHNEIDER, INGRAM, 1988, 1993; INGRAM, SCHNEIDER, 1990, 1991) and Policy Design (SIMON, 1981; BOBROW, DRYZEK, 1987; SCHNEIDER, INGRAM, 1988; WEIMER, VINING, 1989; MAY, 1991); using the bottom-up implementation analysis tool, in which policymakers and stakeholders actively contribute to elaborate the implementation rules. This is an exploratory analysis of an ethnographic nature, since the study was carried out due to a non-mandatory internship activity at the Secretariat of Agriculture, Livestock and Rural Development (SEAPDR). The core of the work is to understand the implementation process from the legislation that references the public policy to the perception of the technical managers in relation to the AVANÇAR program and the policy's beneficiary public.
