A política nacional de saúde integral LGBT, avanços e desafios : da gênese à pandemia de Covid-19

Abstract

A Política Nacional de Saúde Integral LGBT (PNSI LGBT) se apresenta como um importante instrumento de garantia de direitos à população LGBTQIA+ no que diz respeito ao acesso integral à saúde e a diminuição do preconceito institucional por parte dos profissionais de saúde. A população LGBTQIA+ foi por muitos anos negligenciada e violentada, sendo até hoje o Brasil, o país que mais mata essa população. Essa pesquisa tem como objetivo apresentar e discutir os processos pedagógicos/militantes que levaram à criação da PNSI LGBT, como também seus desdobramentos, incluindo a cidade de Porto Alegre, e seus avanços e desafios, contemplando ainda os agravos que a pandemia de Covid-19 trouxe para a população LGBTQIA+. Para tanto, realizou-se uma busca intencional em bases de dados de artigos científicos, livros e documentos institucionais que disponham sobre o tema proposto a partir do estudo. Os resultados da pesquisa incluíram dados sobre a população LGBTQIA+ no Brasil, uma linha do tempo com objetivo de demonstrar os avanços e conquistas dos movimentos sociais até a criação da PNSI LGBT, bem como as potencialidades e fragilidades da Política, assim como os novos desafios que a pandemia de Covid-19 trouxe para a população. Os autores consideram que a PNSI LGBT trouxe muitos avanços no que tange a saúde da população LGBT, porém, se faz necessário um maior monitoramento da implementação dessa política, bem como o fortalecimento das discussões e principalmente o vigor para as cobranças da execução da política, para que não sejam deixadas apenas no papel e façam valer sua principal função que é o bem-estar da população LGBTQIA+.

The National LGBT Comprehensive Health Policy (PNSI LGBT) presents itself as an important instrument to guarantee the rights of the LGBTQIA+ population with regard to comprehensive access to health and the reduction of institutional prejudice on the part of health professionals. The LGBTQIA+ population has been neglected and violated for many years, and until today Brazil is the country that kills this population the most. This research aims to present and discuss the pedagogical/militant processes that led to the creation of the PNSI LGBT, as well as its consequences, including the city of Porto Alegre, and its advances and challenges, also contemplating the harm caused by the Covid-19 pandemic brought to the LGBTQIA+ population. Therefore, an intentional search was carried out in databases of scientific articles, books and institutional documents that provide information on the topic proposed in the study. The survey results included data on the LGBTQIA+ population in Brazil, a timeline aimed at demonstrating the advances and achievements of social movements up to the creation of the LGBT PNSI, as well as the potential and weaknesses of the Policy, as well as the new challenges that the Covid-19 pandemic brought to the population. The authors consider that the LGBT PNSI has brought many advances in terms of the health of the LGBT population, however, greater monitoring of the implementation of this policy is needed, as well as the strengthening of discussions and especially the vigor to enforce the policy, so that they are not just left on paper and assert their main function, which is the well-being of the LGBTQIA+ population.
