Política externa, democracia e governabilidade : a política externa dos governos Rousseff e Temer (2015-2018) frente à crise democrática venezuelana

Abstract

No presente trabalho, a Política Externa Brasileira diante da crise democrática venezuelana é analisada sob as lentes da mudança governamental (2015-2018) ocorrida entre Dilma Rousseff (2015-2016) e Temer (2016-2018). Para esta análise, as instituições políticas brasileiras são exploradas com especial enfoque na relação mutante entre o chefe do governo e o Congresso. É, também, apresentada a multifacetada crise venezuelana e as políticas externas do segundo governo Dilma Rousseff (2015-2016) e do governo Temer (2016-2018). Fatores internacionais e domésticos são analisados com o objetivo de apresentar uma explicação sintética para a mudança ocorrida na política externa brasileira em relação à Venezuela. Finalmente, as conclusões são que, embora a mudança de presidente seja provavelmente uma causa necessária para a mudança na política externa, não está claro se ela foi uma causa suficiente para a mudança ocorrida, uma vez que fatores internacionais e domésticos facilitaram a postura mais dura que o governo brasileiro assumiu.

In the present work, Brazilian Foreign Policy on the Venezuelan democratic crisis is analyzed through the lenses of the governmental change (2015-2018) that happened between Rousseff (2015-2016) and Temer (2016-2018). For this analysis, Brazilian political institutions are explored with a special focus on the mutating relationship between the head of government and congress. The multifaceted crisis in Venezuela is presented and so are the foreign policies of both the second Rousseff government (2015-2016) and the Temer government (2016-2018). International and domestic factors are analyzed with the purpose of presenting a synthetic explanation for the change that happened in Brazilian foreign policy on Venezuela. Finally, the findings are that even though the change of president is most likely a necessary cause to the foreign policy change, it is not clear whether it was a sufficient cause for the change that happened, since international and domestic factors facilitated the tougher stance the Brazilian government assumed.
