Eleição de diretor(a) das escolas municipais de Cachoeirinha: os desafios para a efetivação da gestão democrática

Abstract

Esta dissertação, intitulada Eleição de diretor(a) das escolas municipais de Cachoeirinha: os desafios para a efetivação da gestão democrática, tem como objetivo principal analisar a motivação dos professores da rede municipal de Cachoeirinha/RS para se candidatarem ao cargo de diretor escolar. Para alcançar esse objetivo, foram delineados três objetivos específicos: conhecer o perfil dos diretores escolares atuantes na rede municipal; compreender os motivos que levam os professores a concorrerem ou não ao cargo de diretor escolar; e verificar se os diretores entendem o cargo de diretor como uma função importante para as suas carreiras. A metodologia adotada, nesta pesquisa, é a abordagem qualitativa. O instrumento de coleta de dados foi um questionário on-line, através do Google Formulários, enviado aos professores e diretores da rede municipal. Além disso, a metodologia envolveu a análise documental da legislação da cidade, traçando um histórico dessas leis relacionadas à escolha de diretores. A análise dos dados coletados foi conduzida por meio da técnica de Análise de Conteúdo, a partir da qual foram identificados padrões nas respostas do questionário, permitindo a formação de 4 categorias: Desafios Profissionais, Estrutura da Escola, Participação da Comunidade Escolar e Relações no Ambiente de Trabalho. A trajetória da gestão escolar, na conjuntura brasileira, foi contextualizada, traçando a situação atual. Também foi caracterizada a rede municipal de ensino de Cachoeirinha, apresentando sua estrutura, funcionamento e particularidades. Em relação aos resultados da pesquisa, destacam-se os principais desafios identificados no processo democrático de escolha de diretores. A pesquisa também ressalta a necessidade de reformulações na política de eleição para torná-la mais inclusiva e representativa. Como conclusão, aponta que a eleição direta é crucial, mas insuficiente, se não houver mudanças na administração escolar como um todo. Em suma, este estudo contribui para a compreensão dos desafios enfrentados na gestão escolar em Cachoeirinha, destacando a importância de medidas para aprimorar a participação democrática, a representatividade e a eficácia na escolha de diretores, visando, assim, à melhoria da qualidade do ensino na região.

This dissertation, entitled Election of director of municipal schools in Cachoeirinha: the challenges for the implementation of democratic management, has as its main objective to analyze the motivation of teachers in the municipal network of Cachoeirinha/RS to apply for the position of school director. To achieve this objective, three specific objectives were outlined: knowing the profile of school directors working in the municipal network; understand the reasons that lead teachers to apply or not for the position of school director; and verify whether directors understand the position of director as an important role for their careers. The methodology adopted in this research is the qualitative approach. The data collection instrument was an online questionnaire, using Google Forms, sent to teachers and directors of the municipal network. Furthermore, the methodology involved documentary analysis of the city's legislation, tracing a history of these laws related to the choice of directors. The analysis of the collected data was conducted using the Content Analysis technique, from which patterns were identified in the questionnaire responses, allowing the formation of 4 categories: Professional Challenges, School Structure, School Community Participation and Workplace Relations. The trajectory of school management, in the Brazilian context, was contextualized, outlining the current situation. The municipal education network of Cachoeirinha was also characterized, presenting its structure, functioning and particularities. In relation to the research results, the main challenges identified in the democratic process of choosing directors stand out. The research also highlights the need for reformulations in election policy to make it more inclusive and representative. In conclusion, it points out that direct election is crucial, but insufficient, if there are no changes in the school administration as a whole. In short, this study contributes to the understanding of the challenges faced in school management in Cachoeirinha, highlighting the importance of measures to improve democratic participation, representativeness and effectiveness in choosing principals, thus aiming to improve the quality of education in the region.
