Lazer e o circuito de verão de Porto Alegre - RS : relato de experiência de um estágio curricular obrigatório

Abstract

O presente trabalho resume-se em um relato de experiência de um estágio curricular obrigatório do curso de Educação Física – Bacharelado, na área lazer e cultura, em específico no Circuito de Verão de Porto Alegre. O texto ressalta o papel do lazer, a partir da transformação histórica de uma reivindicação por descanso diário, tempo de não trabalho semanal e férias remuneradas para um direito social incorporado na Constituição Federal de 1988. Ademais, o trabalho discute a importância do lazer como direito social e como isso se reflete nas políticas públicas de Porto Alegre, além de apresentar uma experiência prática na implementação do Circuito de Verão na retomada da Secretaria Municipal de Esporte e Lazer. O relato da ótica do discente como estagiário cotejada com conversa formal sobre o circuito com os profissionais responsáveis pela organização, alinhando com a apresentação de uma análise crítica sobre a extinção da Secretaria Municipal de Esportes (SME) em 2017 e os desafios oriundos desse retrocesso, afetando diretamente as condições de operacionalização do Circuito de Verão.

The present paper constitutes an experiential account of a mandatory curricular internship within the Bachelor's program in Physical Education, focusing on leisure and the "Circuito de Verão" (Summer Circuit) in Porto Alegre. The text underscores the essence of leisure and its pivotal role as an integral part of society, tracing its historical evolution from a demand for paid vacations to a social right enshrined in the 1988 Federal Constitution of Brazil. Furthermore, the study deliberates on the significance of leisure as a social entitlement and how it manifests in the public policis of Porto Alegre. It also offers a practical analysis of the implementation of the Summer Circuit within the city. The experiential account provides insights from the perspective of the intern, as well as from the professionals responsible for orchestrating the circuits. It is accompanied by a critical examination of the dissolution of the Municipal Sports Department (SME) in 2017 and the challenges stemming from this regression, directly impacting the operational conditions of the Summer Circuit.
