Economia política dos dados, contra-hegemonia e o sul global : uma abordagem a partir da teoria crítica

Abstract

Seguindo a linha da Teoria Crítica (TC) das Relações Internacionais de identificar fissuras dentro das estruturas hegemônicas vigentes em busca de uma “teoria da mudança”, busca-se responder à seguinte pergunta: considerando o Brasil como estudo de caso representativo, como o Sul Global pode reconfigurar as dinâmicas da Economia Política dos Dados (EPD) de forma a que os indivíduos, empresas e Estados que o constituem tenham uma inserção mais autônoma e contra-hegemônica nesse contexto? Para responder à pergunta central, a pesquisa apresenta e analisa três casos de desafios para a reconfiguração da EPD. Os casos escolhidos tratam da interação entre leis de dados do Sul Global e empresas transnacionais de dados, do Anel Ótico Sul-Americano e do Cabo BRICS. A seguir, são então apresentados os potenciais contra hegemônicos, que foram identificados em relatórios de órgãos estatais e setoriais, em bases de dados online e na literatura sobre EPD. Esses resultados são dispostos em uma matriz comparativa com os recursos globais dos Estados Unidos da América (EUA), com descrição das fontes da pesquisa e atribuição de uma escala de potencialidade contra-hegemônica a partir de justificativas descritas resumidamente na matriz e com maior detalhamento posteriormente. O território é utilizado como parâmetro por, historicamente, seu Estado, suas empresas e indivíduos terem liderado o desenvolvimento da EPD. Por fim, a partir dessa construção, lança se mão do mecanismo heurístico das estruturas históricas de Cox (1981) para apresentar uma alternativa teórica contra-hegemônica à atual estrutura hegemônica da EPD, e são aprofundadas as alternativas advindas dessas reflexões. O argumento central desta pesquisa sustenta que a mobilização do método heurístico das estruturas históricas de Cox, a partir de uma base solidificada pelos potenciais contra-hegemônicos identificados na pesquisa, aponta caminhos através dos quais o Sul Global se inseriu mais autonomamente na EPD.

Following the Critical Theory (CT) approach in International Relations, which seeks to identify cracks within existing hegemonic structures to propose a "theory of change," this research addresses the following question: considering Brazil as a representative case study, how can the Global South reconfigure the dynamics of the Data Political Economy (DPE) so that the individuals, companies, and states within it achieve a more autonomous and counter-hegemonic position in this context? To answer this central question, the research presents and analyzes three cases of challenges to the reconfiguration of DPE. The selected cases focus on the interaction between data laws in the Global South and transnational data corporations, the South American Optical Ring, and the BRICS Cable. Subsequently, the study identifies counter hegemonic potentials through reports from state and sectoral organizations, online databases, and the literature on DPE. These findings are organized in a comparative matrix alongside the global resources of the United States of America (USA), with a description of the research sources and the assignment of a counter-hegemonic potential scale based on justifications summarized in the matrix and elaborated in detail later. The United States is used as a parameter due to the historical leadership of its state, companies, and individuals in the development of DPE. Finally, building on this framework, the research employs Cox's (1981) heuristic method of historical structures to propose a theoretical counter-hegemonic alternative to the current hegemonic structure of DPE and further develops alternatives derived from these reflections. The central argument of this research asserts that the mobilization of Cox's heuristic method of historical structures, grounded in the counter-hegemonic potentials identified in the study, provides pathways through which the Global South could achieve a more autonomous integration into DPE.
