Mulheres migrantes e refugiadas na cidade de Porto Alegre : quem tem direito à cidade?

Abstract

A proposta do estudo é pensar a situação da mulher migrante/refugiada que se desloca do seu local habitual de residência para ingressar em Porto Alegre, de forma voluntária ou não e seu pertencimento à cidade, tendo em vista que o fenômeno da migração, enquanto mobilidade espacial da população integra os processos de formação dos Estados-nação desde suas origens. A pesquisa levantou como pergunta a seguinte questão: Qual o lugar que o trabalho ocupa para que as mulheres migrantes e refugiadas adquiram direito à cidade de Porto Alegre? A partir da pergunta, buscou se: a) descrever à migração feminina na cidade de Porto Alegre a partir de sua espacialização por meio da análise de sua localização e da formação de redes entre as migrantes e refugiadas; b) analisar o acesso ao trabalho dessas mulheres, identificando se sua inserção no mercado de trabalho é formal ou informal, para verificar qual o lugar que este ocupa em suas vidas; c) verificar se as mulheres pesquisadas exercem seu direito à cidade e quais as barreiras enfrentadas. O objetivo geral da pesquisa é descrever o pertencimento e o direito à cidade experienciado pelas mulheres migrantes e refugiadas em sua relação com a cidade de Porto Alegre. Por sua vez, os objetivos específicos almejaram: analisar o lugar que o trabalho ocupa na vida das mulheres migrantes/refugiadas na cidade de Porto Alegre; Descrever se as mulheres migrantes e refugiadas têm acesso a infraestrutura urbana e exercem o direito à cidade, tais como: moradia, educação, saúde, alimentação, trabalho, lazer e proteção à maternidade e à infância. A dissertação tem uma abordagem qualitativa pela necessidade de compreender em profundidade as experiências das migrantes e refugiadas na cidade, cujo propósito e alcance é de natureza descritiva-explicativa. Para a realização da discussão e da análise tornou-se essencial partir de uma pesquisa bibliográfica, seguida de coleta de dados e planificação, além de observação participante e entrevista semiestruturadas com os atores sociais. Para tanto, utilizou se o debate teórico sobre o direito à cidade, seguido de um debate das minorias sociais, no qual a interseccionalidade é utilizada como ferramenta analítica para análise dos marcadores sociais, aprofundando-se o debate na questão de gênero e do mundo do trabalho feminino. A dissertação está estruturada em 5 capítulos. Apresenta como achados a descrição de barreiras ao pertencimento e que para além da importância do trabalho na vida das mulheres migrantes e refugiadas importa a moradia, para verdadeiramente experienciar o direito à cidade.

The purpose of this study is to think about the situation of migrant/refugee women who move from their usual place of residence to enter Porto Alegre, whether voluntarily or not, and their belonging to the city, bearing in mind that the phenomenon of migration, as spatial mobility of the population, has been part of the formation processes of nation states since their origins. The research raised the following question: What place does work occupy for migrant and refugee women to acquire the right to the city of Porto Alegre? Based on this question, we sought to: a) describe female migration in the city of Porto Alegre based on its spatialization, by analysing its location and the formation of networks between migrant and refugee women; b) analyse access to work for these women, identifying whether they are in the formal or informal labour market, in order to see what place this occupies in their lives; c) check whether the women surveyed exercise their right to the city and what barriers they face. The general aim of the research is to describe the belonging and right to the city experienced by migrant and refugee women in their relationship with the city of Porto Alegre. The specific objectives aimed to: - analyze the place that work occupies in the lives of migrant/refugee women in the city of Porto Alegre; - describe whether migrant and refugee women have access to urban infrastructure and exercise their right to the city, such as: housing, education, health, food, work, leisure and maternity and child protection. The dissertation has a qualitative approach due to the need to gain an in-depth understanding of the experiences of migrant and refugee women in the city, whose purpose and scope is descriptive-explanatory in nature. In order to carry out the discussion and analysis, it was essential to start with bibliographical research, followed by data collection and planning, as well as participant observation and semi-structured interviews with social actors. To this end, the theoretical debate on the right to the city was used, followed by a debate on social minorities, in which intersectionality is used as an analytical tool to analyze social markers, deepening the debate on the issue of gender and the world of women's work. The dissertation is structured in 5 chapters. Its findings include the description of barriers to belonging and that in addition to the importance of work in the lives of migrant and refugee women, housing is important in order to truly experience the right to the city.
