Padrões de ocupação e expansão urbana em municípios com dinâmicas turísticas

Abstract

As práticas turísticas, sua expansão e suas transformações estão intimamente relacionadas à dinâmica e evolução da sociedade, onde pode-se verificar que o turismo tem contribuído na produção da urbanidade e atuado como um vetor da urbanização. O turismo tem impulsionado transformações substantivas no espaço, não encontrando limites para a sua abrangência, uma vez que interfere nas diferentes escalas territoriais, agindo também na remodelação da paisagem. Nesse contexto de globalização e capitalismo flexível, as dinâmicas territoriais são cada vez mais heterogêneas e se perpassam de forma a influenciar as perspectivas e conceitos relacionados à urbanidade e ruralidade. Identifica-se, portanto, a necessidade de novas interpretações e estratégias que respondam de forma mais sustentável aos avanços da mancha urbana sobre as áreas periurbanas e rurais, em especial, em municípios com dinâmicas turísticas. Como estudo de caso, foram selecionados os municípios de Gramado e Canela, localizados na Serra Gaúcha, buscando compreender como se dá a lógica de ocupação dos atrativos turísticos nessas cidades, e qual sua relação com a configuração espacial do território e a expansão da mancha urbana. Verifica-se que a mancha urbana, bem como sua ampliação, está intimamente relacionada com as rodovias estruturantes e as medidas configuracionais, onde os atrativos turísticos, a depender de sua natureza, se relacionam de forma mais ou menos intensa com a malha urbana. Ainda que não seja possível afirmar que os atrativos de forma isolada, possuam relação direta de causalidade com a expansão da mancha urbana, é possível verificar que determinados tipos de atrativos, tendem a se localizar em áreas que possuem condições morfológicas favoráveis à expansão urbana.

Tourism practices, their expansion, and transformations are closely linked to the dynamics and evolution of society, where it is evident that tourism has contributed to the production of urbanity and acted as a vector of urbanization. Tourism has driven substantive spatial transformations, showing no clear limits to its reach, as it influences multiple territorial scales and also contributes to the reshaping of the landscape. In the context of globalization and flexible capitalism, territorial dynamics have become increasingly heterogeneous and interwoven, influencing contemporary notions and boundaries of urbanity and rurality. This scenario reveals the need for new interpretations and strategies that respond more sustainably to the advancement of the urban footprint over peri-urban and rural areas, particularly in municipalities with active tourism dynamics. As a case study, the municipalities of Gramado and Canela, located in the Serra Gaúcha region, were selected in order to understand the logic behind the spatial occupation of tourist attractions in these cities, and how this relates to territorial configuration and the expansion of the urban footprint. It is observed that the urban footprint and its expansion are closely tied to the structuring road network and spatial configuration measures, where tourist attractions, depending on their nature, maintain varying degrees of integration with the urban fabric. Although it is not possible to affirm that tourist attractions, in isolation, have a direct causal relationship with the expansion of the urban footprint, it is evident that certain types of attractions tend to be located in areas with morphological conditions favorable to urban growth.
