Debate técnico-científico sobre a defesa de Porto Alegre contra as cheias (1917-1943)

Abstract

Este artigo explora o debate técnico-científico em torno da proteção contra enchentes em Porto Alegre durante a primeira metade do século XX, com foco no Rio Guaíba. As enchentes catastróficas ocorridas no Rio Grande do Sul em abril-maio de 2024 reacenderam o interesse público e técnico sobre o tema. Nesse período, as causas e consequências das enchentes foram amplamente analisadas na mídia por especialistas em clima, hidrologia e planejamento urbano, refletindo um engajamento público com a ciência sem precedentes. Diante desse cenário, a pergunta central da pesquisa é: Quais soluções técnico-científicas foram discutidas no passado para proteger Porto Alegre das enchentes? Com base em quatro documentos históricos da área da engenharia, o estudo examina como o risco de inundação da cidade foi abordado dentro do contexto do discurso científico moderno. As fontes analisadas revelam uma visão de desenvolvimento urbano profundamente enraizada nos ideais da modernidade e na crença no controle científico e técnico sobre a natureza.

This article explores the technical-scientific debate surrounding flood protection in Porto Alegre during the first half of the 20th century, with a focus on the Guaíba River. The catastrophic floods that occurred in Rio Grande do Sul in April–May 2024 reignited both public and technical interest in the topic. At that time, the causes and consequences of the floods were widely analyzed in the media by specialists in climate science, hydrology, and urban planning, re-flecting an unprecedented level of public engagement with science. In light of this context, the central research question is: What tech-nical-scientific solutions were discussed in the past to protect Porto Alegre from flooding? Based on four historical documents from the field of engineering, this study examines how the city’s flood risk was addressed within the framework of modern scientific discourse. The analyzed sources reveal a vision of urban development deeply rooted in the ideals of modernity and in the belief in scientific and technical control over nature.
