Expansão urbana : o crescimento urbano horizontal e o imaginário do habitar a cidade

Abstract

A pesquisa investiga aspectos da expansão urbana e suas dinâmicas, tendo como objeto de estudo o município de Farroupilha – RS. Analisa-se o processo de ampliação e posterior reversão do perímetro urbano, no qual a reversão manteve áreas destinadas a cooperativas habitacionais, configurando ‘ilhas de urbanização’ inseridas na área rural. Nesse contexto, observa-se a atuação das cooperativas habitacionais e a relação entre o crescimento urbano horizontal e o conceito que aqui se denomina “imaginário do habitar a cidade”. Parte-se do entendimento de que a produção do espaço urbano não resulta apenas de questões técnicas ou de políticas públicas, mas também de decisões de mercado sob diferentes vieses, associadas a representações simbólicas, desejos coletivos e práticas sociais que moldam as configurações urbanas. Entre as dinâmicas analisadas, destacam-se a difusão da ideia de moradia ideal em áreas afastadas da malha urbana e o uso de um discurso fundamentado nos princípios do cooperativismo, teoricamente como solução para déficit habitacional. Ao articular discursos, práticas territoriais e processos simbólicos, a pesquisa busca compreender como o imaginário coletivo de habitar a cidade se materializa nas formas urbanas e territoriais, influenciando decisões e disputas em torno do espaço. Assim, a investigação evidencia as dinâmicas que contribuíram para a conformação das atuais configurações territoriais de Farroupilha.

The research investigates aspects of urban expansion and its dynamics, taking the municipality of Farroupilha – RS as its case study. It analyzes the process of expansion and subsequent reversal of the urban perimeter, in which the reversal maintained areas designated for housing cooperatives, creating “islands” of urban zoning within the rural area. In this context, the study examines the role of housing cooperatives and the relationship between horizontal urban growth and the concept referred as the “imaginary of inhabiting the city.” The research is based on the understanding that the production of urban space results not only from technical issues or public policies, but also from market-driven decisions under different perspectives, associated with symbolic representations, collective desires, and social practices that shape urban configurations. Among the dynamics analyzed, special attention is directed to the diffusion of the idea of ideal housing in areas far from the urban fabric and the use of a discourse based on the principles of cooperativism, theoretically as a solution to the housing deficit. By articulating discourses, territorial practices, and symbolic processes, the study seeks to understand how the collective imaginary of inhabiting the city materializes in urban and territorial forms, influencing decisions and disputes over space. In doing so, the research highlights the dynamics that contributed to shaping the current territorial configurations of Farroupilha.
