O programa de oportunidades e direitos socioeducativo : estratégias governamentais em tempos de racionalidade neoliberal

Abstract

Esta dissertação tem como objetivo analisar os regimes discursivos que operam na execução do Programa de Oportunidades e Direitos (POD) Socioeducativo e compreender de que modo tais regimes condicionam as estratégias governamentais de condução dos jovens participantes. O conceito de socioeducação é utilizado para designar um conjunto de práticas e medidas voltadas para a retomada do convívio social dos adolescentes aos quais se atribui a prática de ato infracional. Nesse contexto, a política socioeducativa configura-se como um dispositivo de regulação das condutas dessa população. O objetivo da pesquisa foi analisar quais regimes discursivos operam na execução do Programa de Oportunidades e Direitos (POD) Socioeducativo e compreender como eles condicionam as estratégias governamentais de condução dos jovens participantes. Para isso, foram operados os conceitos de discurso e numeramentalidade, em um contexto de governamentalidade neoliberal. O corpus de an-lise foi composto de documentos legais, diretrizes e metodologias dos programas de acompanhamento pós-cumprimento de medida socioeducativa e, especificamente, do POD Socioeducativo. As condições de possibilidade para o surgimento do Programa envolvem um regime discursivo que reafirma a centralidade da garantia dos direitos das crianças e adolescentes, respondendo a um governamento em cadeia que estrutura normas em nível internacional, nacional e estadual. O POD Socioeducativo está inserido em uma estratégia de governamentalidade neoliberal: mobiliza dispositivos de segurança, tem como base a economia política neoliberal e opera sobre a popula-ção de jovens da FASE. O Programa atua como dispositivo da governamentalidade neoliberal, pois incita determinadas formas de subjetivação, sugerindo a produção de sujeitos que internalizem a lógica da autogestão e da responsabilização por seu desempenho social. Tal reconhecimento se ancora na racionalidade governamental contem-porânea, que privilegia a produção e a circulação de indicadores numéricos como evi-dências de eficácia. A métrica avaliativa condicionada pelo dispositivo da numeramen-talidade parece favorecer a performance de sucesso do Programa, a partir da valori-zação de certos índices, e menos capaz de efetivamente compreender o impacto na vida dos jovens.

This dissertation aims to analyze the discursive regimes that operate in the implementation of the Socio-Educational Opportunities and Rights Program (POD Socioeducativo) and to understand how such regimes condition governmental strategies for guiding its participants. The concept of socio-education is used to designate a set of practices and measures directed toward restoring the full social interaction of adolescents who have committed offenses. In this context, socio-educational policy is configured as a device for regulating the conduct of this population. The objective of the research was to examine which discursive regimes operate in the implementation of the Socio- Educational Opportunities and Rights Program (POD Socioeducativo) and to understand how they shape governmental strategies for directing its participants. To this end, the concepts of discourse and numeramentality were mobilized within a context of neoliberal governmentality. The corpus of analysis consisted of legal documents, guidelines, and methodologies from programs of post-measure monitoring and, specifically, from the POD Socioeducativo. The conditions of possibility for the emergence of the Program involve a discursive regime that reaffirms the centrality of guaranteeing the rights of children and adolescents, responding to a chain of government that structures norms at international, national, and state levels. The POD Socioeducativo is embedded in a strategy of neoliberal governmentality: it mobilizes security devices, is grounded in neoliberal political economy, and operates on the youth population of the FASE. The Program acts as a device of neoliberal governmentality, as it incites certain forms of subjectivation, suggesting the production of subjects who internalize the logic of self-management and accountability for their social performance. These subjects are encouraged to become entrepreneurs of themselves, oriented toward constant updating of competencies and skills aimed at income generation and competitive market insertion. They are simultaneously producers and consumers within the neoliberal circuit, adapting to the demands of flexibility, dynamism, and the seizing of opportunities as normative imperatives of their conduct. The consolidation of the Program within a regime of truth was established through the need to manage the risk represented by the population of former offenders and by a cost-based analysis. The practices of the POD Socioeducativo are permeated by the device of numeramentality. By presenting expressive quantitative results—such as meeting targets, high adherence rates, and low recidivism—the Program acquires legitimacy and social prestige. Such recognition is anchored in contemporary governmental rationality, which privileges the production and circulation of numerical indicators as evidence of effectiveness. The evaluative metric conditioned by the device of numeramentality seems to favor the Program’s performance of success, based on the appreciation of certain indicators, while being less capable of effectively capturing its impact on the attended population.
