Alcances e limites da inserção política no Orçamento Participativo de Porto Alegre

Abstract

Este trabalho se volta ao exame de alguns alcances e limites que demarcam o desenvolvimento da experiência do Orçamento Participativo de Porto Alegre, tendo em vista a inserção política de seus atores sociais. O estudo se fundamenta em parte da ampla literatura elaborada sobre o OP com o intuito de buscar referentes para elaborar análise empírica sobre os participantes desse processo. A despeito da diversidade de interpretações acerca do OP, delas destacam-se aspectos relativos aos condicionantes sociais e econômicos a fim de investigar a capacidade de seus integrantes para incidir nas instâncias decisórias daquele mecanismo. A investigação empírica, de abordagem quantitativa, sistematiza dados de pesquisa realizada em 2009, na cidade de Porto Alegre, realçando variáveis sócio-demográficas (escolaridade e renda) e fatores relacionados a níveis de participação política. Resultados do estudo indicam baixa inserção política no OP, com pouca influência de variáveis como escolaridade e renda. Ao lado disso, verifica-se a tendência de tal inserção aumentar de forma correspondente ao tempo de participação nesta instância decisória.

This paper explores some of the reach and the limits that delimit the development experience of the Participatory Budget in the city of Porto Alegre, concerning the political insertion of its political actors. This study is based in part in the ample literature elaborated about on the OP with the searching goal of elaborate an empirical analysis about the participants of this process. In spite of the diversity of the interpretations concerning of the OP, stand out some aspects related to the social and economics determinants to investigate the capacity of its members in bias in the decision making of the instances of that mechanism. The empirical investigation, of quantitative approach, systematizes the research data done in 2009, in Porto Alegre city, enhancing social- demographical variables (education and income) and factors related to the level of the political participation. The results of the study indicate a low political insertion in the “OP”, with low variables levels of influence such as education and income. Besides this, it is verified the tendency of such insertion raise depending of the participation time in this decision instance.
