A questão habitacional em sapucaia do sul e as ocupações na ERS-118

Abstract

Problemas habitacionais fazem parte do cotidiano das metrópoles de todo o Brasil, lotes com infraestrutura e com valores acessíveis para a classe trabalhadora são escassos. O município de Sapucaia do Sul, no Rio Grande do Sul, faz parte dessa realidade, onde não tendo incentivos, esses trabalhadores são forçados a invadir áreas de risco para assegurar o seu direito à moradia. A ERS-118 que cruza o município apresenta em seu percurso uma grande quantidade de famílias, que sem ter como adquirir um espaço com infraestrutura digna fizeram das suas margens moradia há mais de 20 anos. Com a duplicação da rodovia, a faixa de domínio estadual, local onde as casas foram construídas, terão de ser desmanchadas e as famílias realocadas de forma que não prejudique ainda mais os moradores que perderam suas casas. O objetivo do trabalho é revisar as ações públicas no contexto da duplicação e da realocação das famílias, bem como as atividades relacionadas com o déficit habitacional e as tentativas de ajuste por parte dos governos estadual e municipal, com relação aos conflitos ocasionados pela crise econômica, que paralelamente se instalou nas contas públicas do Governo do Estado, no que diz respeito aos repasses de verbas para as famílias desalojadas.

In Brazil, housing problems are part of the daily life of the metropolis. Lots with infrastructure and with values accessible to the working class are scarce. The municipality of Sapucaia do Sul, Rio Grande do Sul State, is part of that reality, where without incentives, the workers are forced to invade risk areas to ensure their right to housing. The ERS-118 road, that crosses the municipality of Sapucaia do Sul, presents in his career a lot of families without obtaining a space worthy infrastructure made its banks their housing for over 20 years. With the doubling of the highway the State domain, where the houses were built, will have to be dismantled and the families relocated in a way that does not harm the residents who lost their homes. The objective of this work is to review the public actions in the context of doubling the road and the relocation of the families, as well as the activities associated with the housing shortage. The adjustment attempts by city and state governments, as the conflicts caused by the economic crisis at the same time installed in the public accounts of the Government of the State, that affect the transfers of funds to homeless families.
