Pacto de elites e integração produtiva : desafios para regionalização da América do Sul

Abstract

O trabalho tem como objetivo conectar duas tendências do Sistema Internacional. A primeira é de ordem econômica caracterizado pela fragmentação internacional da produção – permitida pelas alterações tecnológicas frutos da Terceira Revolução Industrial; a segunda é de ordem primordialmente política e militar que é a regionalização – efeito direto das mudanças na estrutura do Sistema Internacional e na natureza do Estado. Acredita-se que pacto entre os principais agentes sociopolíticos podem gerar a cooperação estatal em ambas esferas, que são indissociáveis. As elites definiam as diretrizes políticas e econômicas tomadas pelo Estado. Portanto, caso haja uma superação da nação enquanto traço essencial da organização política, provavelmente, isso dependerá de pacto de elites para unificação dos projetos nacionais e esse projeto terá cunho regional.

The work aims to connect two tendencies of the International System. The first one is of economical type characterized by the international fragmentation of production – allowed by the technological changes, result of the Third Industrial Revolution; the second one is of political and military type primarily, which is the regionalization – a direct effect caused by the structural changes in the International System and in the nature of the State. It is believed that pact between the main sociopolitical agents may generate State cooperation in both spheres, which are inextricable. The elites defined the political and economic guidelines taken by the State. Therefore, if there is an overcoming of the nation as an essential feature of the political organization, it will probably depend on the elites pact for the unification of the national projects and this project will have a regional character.
