Editais públicos e privados como alternativa de financiamento para melhoria dos espaços físicos das bibliotecas

Abstract

Esta pesquisa apresenta como tema os editais públicos e privados que contemplam os espaços físicos das bibliotecas. Argumenta que com a evolução tecnológica as bibliotecas físicas precisam se transformar e defende que o usuário é o principal foco da biblioteca, e é para ele que o ambiente e serviços precisam ser pensados. Apresenta autores que colocam aspectos a serem observados para a melhoria e manutenção dos espaços. Cita que para enfrentar as crises financeiras pelas quais o país por vezes atravessa, é necessário se conhecer alternativas de captação de recursos para contemplar o ambiente físico das bibliotecas. Tem por objetivo a identificação de possibilidades de financiamento através de editais públicos e privados que atendam demandas relacionadas a espaço físico de biblioteca. O estudo é descritivo e utiliza como procedimento para coleta de dados a análise documental realizada em sites de sete instituições apontadas como possibilidades de financiamento através de editais, quais sejam, Sistema Nacional de Bibliotecas Públicas (SNBP), Fundação Biblioteca Nacional (FBN), Instituto C&A, Grupo de Instituições e Fundações Empresariais (GIFE), Fundação SM, Fundação Santillana e Instituto Pró-Livro. O estudo apresenta cada uma das instituições e os editais ofertados normalmente. Também apresenta dados coletados no portal SALIC do governo federal sobre projetos apresentados entre os anos de 2013 a 2017 que tiveram como objetivo captação de incentivos para a melhoria de espaços físicos de bibliotecas. Observa-se que o número de editais destinados aos espaços físicos é menor se comparado aos que atendem projetos de incentivo à leitura. Conclui que as entidades que ofertam editais não o fazem de forma constante, tendo em vista que mais da metade das instituições pesquisadas não apresentaram nenhuma data como referência para a oferta de editais. Adicionalmente, observa-se que a maioria dos sites analisados não é funcional, nem apresentam de forma clara as informações relativas a editais, o que pode prejudicar a participação e correta submissão de projetos. Defende que é preciso se dar mais atenção aos espaços físicos para acompanhar a evolução tecnológica e oferecer novos serviços aos usuários.

This research presents as theme the public and private notices that contemplate the physical spaces of the libraries. He argues that with technological evolution the physical libraries need to transform and defend that the user is the main focus of the library, and for him the environment and services need to be thought out. It presents authors who put aspects to be observed for the improvement and maintenance of spaces. He points out that in order to face the financial crises that the country sometimes crosses, it is necessary to know alternatives of fundraising to contemplate the physical environment of libraries. Its purpose is to identify financing possibilities through public and private notices that meet demands related to library physical space. The study is descriptive and uses as a procedure for data collection the documentary analysis carried out on websites of seven institutions identified as financing possibilities through public notices, namely, National Public Library System (SNBP), National Library Foundation (FBN), Instituto C & A, Group of Institutions and Business Foundations (GIFE), SM Foundation, Santillana Foundation and Pro-Book Institute. The study presents each of the institutions and the tenders normally offered. It also presents data collected in the SALIC portal of the federal government on projects presented between the years of 2013 to 2017 that aimed to capture incentives to improve the physical spaces of libraries. It is observed that the number of edicts destined to physical spaces is smaller when compared to those that attend projects to encourage reading. It concludes that the entities that offer bids do not do it in a constant way, considering that more than half of the institutions surveyed did not present any date as reference for the bidding process. In addition, it is observed that most of the sites analyzed are not functional, nor do they clearly present the information related to public notices, which may impair participation and correct submission of projects. He argues that it is necessary to pay more attention to the physical spaces to follow the technological evolution and offer new services to the users.
