O sistema ONU e os direitos das mulheres : uma análise da convergência das temáticas tratadas por ONGs e pela comissão sobre o status da mulher

Abstract

O presente trabalho busca analisar a participação de organizações não-governamentais (ONGs) na evolução da agenda de promoção da igualdade de gênero na Organização das Nações Unidas (ONU). A análise é centrada no estudo de caso da atuação da ONG argentina Fundación para Estudio e Investigación de la Mujer (FEIM) na Comissão sobre o Status da Mulher (CSW), tendo como objetivo principal verificar se há convergência das temáticas de preocupação tratadas por esta ONG e das recomendações contidas nos documentos finais anuais produzidos pela CSW entre os anos de 2009 e 2017. Será analisado se os documentos finais produzidos nas reuniões anuais englobam as preocupações e recomendações expressadas pela FEIM nas declarações submetidas por ela à Comissão. Para tanto, aborda-se aspectos teóricos acerca da atuação de ONGs no sistema internacional e da utilização de gênero como categoria de análise, a partir da teoria construtivista e da teoria feminista das relações internacionais. Além disso, traça-se um histórico da institucionalização da agenda de promoção dos direitos das mulheres no âmbito da ONU, desde sua criação, dando especial importância à década de 1990 e ao período posterior. Por fim, analisa-se as declarações submetidas pela FEIM à CSW no período que vai de 2009 à 2017 e os documentos finais produzidos nas reuniões anuais da CSW no mesmo período. Verifica-se que na maioria dos anos do período analisado, as demandas expressadas pela FEIM em suas declarações no âmbito da CSW são englobadas pelos documentos resultantes das reuniões da comissão.

This work seeks to analyze the participation of non-governmental organizations (NGOs) in the evolution of the agenda for the promotion of gender equality in the United Nations (UN). The analysis is centered in a case study of the participation of the NGO Fundación para Estudio e Investigación de la Mujer (FEIM) in the Commission on the Status of Women (CSW), aiming to verify if the themes of preoccupation of this NGO converge with the recommendations included in the final documents produced by the CSW between the years of 2009 and 2017. It will be verified if the final documents produced in the annual meetings encompass the preoccupations and resolutions expressed by FEIM in the declarations submitted to the CSW. In order to do that, the work presents some theoretical aspects about the participation of NGOs in the international arena and about the utilization of gender as a category of analysis, using the constructivist and feminist theory of international relations. Furthermore, it is presented in this work a brief historic of the institutionalization of the agenda for the promotion of women’s rights in the UN, since the creation of the organization, giving special importance do the decade of 1990 and post-1990. Finally, the declarations submitted by FEIM to the CSW between 2009 and 2017 are analyzed, alongside the final documents produced in the annual meetings of the CSW in the same period of time. It is concluded that in most years of the analyzed period, the demands expressed by FEIM in the declarations submitted to CSW are encompassed by the final documents of the meetings of the commission.
