História sinuosa do Arroio Dilúvio : uma análise sócioambiental do período colonial

Abstract

Esse trabalho consiste em uma análise histórica espacial ambiental de um dos principais cursos d’água da cidade de Porto Alegre durante o período colonial, o arroio Dilúvio, originalmente denominado de Jacareí. O objetivo principal é o de analisar as origens que irão transformar o arroio ao longo do tempo. Para lograr tal objetivo, buscamos compreender as formas de relacionamento homem/natureza, em particular com o arroio, através de uma contextualização histórica e espacial em dois momentos distintos e antagônicos no que se refere a conservação dos bens naturais. Para consecução dos objetivos propostos na presente pesquisa, estará se priorizando a utilização, com as adequações necessárias, do método da geo-história, que busca a análise, interpretação e contextualização histórica e geográfica da área de estudo. Para operacionalizar este estudo propõe-se, além de uma ampla revisão bibliográfica, a consulta em documentos e registros variados, alguns ainda pouco explorados que envolvam a área e o período de estudo em questão, que possibilitaram (re) construir as dinâmicas dos processos de interações sócio espaciais temporais com o objeto de estudo, seus significados, ambiguidades implícitas, omissões e ideologias. Se priorizou a análise de diferentes funções dadas ao arroio ao longo do tempo, como das ideologias que vieram a interferir de alguma forma em seu contexto histórico. Neste sentido se buscou uma análise deste espaço em uma fase pré-colonial, caracterizando este ambiente e suas populações, como também uma caracterização do mesmo ambiente no período de dominação colonial. Como resultados e buscando a gênese da degradação do arroio Dilúvio podemos chegar a duas caracterizações importantes deste processo: a desconsideração por parte dos “civilizadores” da cultura milenar autóctone e de suas relações com o meio natural, negada pela ideologia do colonizador, carregada de estigmas e sedentas por recursos; e da função militar inicial deste nucleamento urbano, que criou os fundamentos da concentração das atividades produtivas do sistema colonial nesta área restrita, limitando o sítio urbano e colaborando com a degradação do arroio Dilúvio.

This work consists of an historical geographic environmental analysis of one of the main watercourses of the city of Porto Alegre during the colonial period, the stream Dilúvio, originally called Jacareí. The main objective is to analyze the origins that will transform the arroyo over time. In order to achieve this objective, we seek to understand the man / nature relationship, especially with the stream, through a historical and spatial contextualization in two distinct and antagonistic moments in what concerns the conservation of natural assets. In order to achieve the objectives proposed in the present research, the use of the geo-history method, with the necessary adaptations, will be prioritized, which seeks the analysis, interpretation and historical and geographical contextualization of the study area. In order to operationalize this study, it is proposed, in addition to a wide bibliographical review, the consultation in various documents and registers, some of them still little explored that involve the area and the study period in question, which enabled (re) to construct the dynamics of the processes of spatial socio-temporal interactions with the object of study, their meanings, implicit ambiguities, omissions, and ideologies. It prioritized the analysis of different functions given to the arroyo over time, as well as of the ideologies that have come to interfere in some way in its historical context. In this sense, an analysis of this space was sought in a pre-colonial phase, characterizing this environment and its populations, as well as a characterization of the same environment in the period of colonial domination. As results and searching for the genesis of the degradation of the Dilúvio stream we can arrive at two important characterizations of this process: the disregard by the "civilizers" of the autochthonous millenarian culture and its relations with the natural environment, denied by the colonizer's ideology, loaded with stigmas and thirsty for resources; and the initial military function of this urban nucleation, which created the foundations of concentration of productive activities of the colonial system in this restricted area, limiting the urban site and collaborating with the degradation of the Stream Deluge.
