Rumor, gênero e política em Cabo Verde : a circulação de rumores e a construção de imagem das mulheres nos processos de ascensão/ocupação de altos cargos nas estruturas do Estado

Abstract

A ocupação de altos cargos de direções e de deliberação política nos últimos anos pelas mulheres em Cabo Verde vem impulsionando um conjunto de práticas discursivas manifestas em afirmação e negação. Percorrem, por um lado, discursos políticos e oficiais nobilitando o engajamento feminino, enquanto que por outro e, à margem destes, percorrem narrativas em forma de rumores que sinalizam uma leitura à contrapelo. Estes trazem à cena práticas informais relacionadas à forma como as mulheres ascendem politicamente, caso a envolver as que chegam ao poder acusadas de ceder a negociações sexuais. É justamente nessa fronteira de confronto de discursos concorrentes que esta tese analisa os modos de ver, entender e perceber os processos de ocupação/ascensão aos altos cargos nas estruturas do Estado por meio de rumores. O objetivo da tese consiste em compreender a construção da imagem política feminina nesse cenário. Para tanto, se empreendeu uma pesquisa etnográfica na Cidade da Praia – capital de Cabo Verde - a procura dos sentidos e significados dos rumores nas suas diferentes manifestações. O estudo analisa as condições de produção dos rumores, levando em conta as implicações da sua difusão e circulação na produção da imagem das mulheres na política. Com base nos aportes dos estudos subalternos e feministas, a posição assumida na tese é a do pensamento teórico anti-hegemônico. Nesse tom, dialoga-se com as visões de mundo dos sujeitos para captar os significados que atribuem às práticas políticas. O exame dos rumores possibilitou vislumbrar práticas políticas emergentes associadas ao acesso das mulheres a cargos de poder, que não estão ligados às dimensões normativas de recrutamento, mas em disputa com a hegemonia dos sentidos. Os resultados do estudo indicam que os rumores produzem uma imagem negativa das mulheres, na medida em que são representadas com base em conteúdos machistas, sexistas e de descriminação, tendo implicações direta nas suas vidas políticas e profissionais. O levantamento etnográfico evidencia ainda, que os rumores constituem um campo informal de luta de gênero, onde se acumulam em repertórios variados de um imenso discurso de cobrança moral às mulheres. Nesse contexto, as mulheres subvertem lógicas de resistência que dão conta do jogo político/sexual imposto a elas nas disputas por posições importantes no contexto político cabo-verdiano.

The occupation by women of the significant administrative and political positions in recent years in Cape Verde has been boosting a set of discursive practices manifest in affirmation and denial. On the one hand, political and official speeches make noble the female engagement, while on the other and, they circulate narratives in the form of rumors that signal a counter reading. These bring to the scene informal practices related to the way women rise politically, if they involve those in power accused of indulging in sexual negotiations. It is precisely in this frontier of confrontation of competing discourses that this thesis analyzes the ways of seeing, understanding and perceiving the processes of occupation to the significant positions in state structures through rumors. The aim of the thesis is to understand the construction of the female political image in this scenario. To this purpose, an ethnographic research was undertaken in the city of Praia - capital of Cape Verde - seeking the senses and meanings of rumors in their different manifestations. The study analyzes the conditions of production of rumors, taking into account the implications of their diffusion and circulation in the production of women's image in politics. Based on the contributions of subordinate and feminist studies, the position taken in the thesis is that of anti-hegemonic theoretical thinking. In this tone, it dialogues with the subjects' worldviews to capture the meanings they attribute to political practices. Examination of the rumors made it possible to glimpse emerging political practices associated with women's access to positions of power, not linked to the normative dimensions of recruitment, but in dispute with the hegemony of the senses. The study results indicate that the rumors produce a negative image of women, as they are represented based on chauvinist, sexist and discriminatory content, having direct implications for their political and professional lives. The ethnographic survey also shows that the rumors constitute an informal field of gender struggle, where they accumulate in varied repertoires of a huge discourse of moral demands on women. In this context, women subvert resistance logics that account for the political / sexual game imposed on them in disputes over important positions in the Cape Verdean political context.
