O Programa de Treinamento em Pesquisa Médica (MD-PHD), sua estruturação e difusão no Brasil

Abstract

A presente tese foi construída em torno da temática do Programa de Treinamento em Pesquisa Médica, mundialmente difundido como MD-PhD, e sua política de financiamento no Brasil, o Programa Especial de Doutorado em Pesquisa Médica (PBE-DPM). O MD-PhD foi introduzido no Brasil em 1995 pela Universidade Federal do Rio de Janeiro, mas somente em 2008 esse programa ganhou apoio governamental, com o financiamento de bolsas de doutorado concedidas pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes). E como objetivo principal buscou-se analisar como foi estruturado e difundido o programa MDPhD em nível nacional, considerando o fomento do PBE-DPM, as instituições de ensino superior, os programas de pós-graduação, as áreas avaliativas, e o perfil do médico MD-PhD titulado com o apoio do PBE-DPM. Como resultados são apresentadas informações sobre: o atual contexto do Sistema Nacional de Pós-Graduação (SNPG), com ênfase nas áreas da Medicina I, II e III; a difusão e os excelentes resultados do MD-PhD pelo mundo; a política de financiamento do MD-PhD adotada no Brasil, o PBE-DPM; e uma análise cientométrica como indicador avaliativo dos resultados do Programa de Treinamento em Pesquisa Médica no Brasil. Por fim, foram identificadas algumas fragilidades no que tange à difusão e ao alcance nacional do PBE-DPM, e propostas ferramentas para alavancar o potencial do MD-PhD no Brasil.

The present thesis was constructed around the thematic of the Medical Research Training Program, which is spread worldwide as MD / PhD, and its financing policy in Brazil, the Programa Especial de Doutorado em Pesquisa Médica (PBE-DPM). The MD / PhD was introduced in Brazil in 1995 by the Federal University of Rio de Janeiro, but it was only in 2008 that this program gained government support, with the funding of doctoral scholarships granted by the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes). The main objective was to analyze how the MD / PhD program was structured and disseminated at the national level, considering the funding of the PBE-DPM, the higher education institutions, the graduate programs, the evaluation areas, and the profile of the MD / PhD doctor with the support of PBE-DPM. For the results, it is presented information on: the current context of the Sistema Nacional de Pós-Graduação (SNPG) with emphasis on the areas of Medicine I, II and III; the dissemination and excellent results of MD / PhD around the world; the MD / PhD financing policy adopted in Brazil, the PBE-DPM; and a scientometric analysis as an evaluative indicator of the results of the Medical Research Training Program in Brazil. Lastly, some weaknesses were identified regarding the diffusion and national reach of the PBE-DPM, and some mechanisms were recommended to leverage the potential of MD / PhD in Brazil.
