Em que medida a intolerância da sociedade com o infrator contribui para o caos estrutural do sistema carcerário gaúcho

Abstract

A crise do Sistema Carcerário não é novidade para ninguém, todos os dias diversas notícias são publicadas sobre o assunto, algumas delas inflamando ainda mais o discurso de ódio que a população costuma emitir. A indignação da sociedade com a Segurança Pública em geral acaba ligada diretamente ao cárcere, para onde todos os indivíduos que cometeram os ilícitos que tanto se noticia são encaminhados. O presente trabalho tem o objetivo de descobrir qual a influência da mídia no caos estrutural do sistema carcerário. O primeiro capítulo trata sobre o panorama geral do Sistema Carcerário Gaúcho, comparando alguns dados com o Sistema Penitenciário Nacional. Em seguida é abordada a questão da condição de implementação da Lei de Execuções Penais dentro do cárcere no Estado. No segundo capítulo é debatida a questão do discurso de ódio e da influência da mídia nele. Em seguida são apresentados os resultados das pesquisas realizadas pela pesquisadora, tanto com a população gaúcha, quanto com servidores da Superintendência dos Serviços Penitenciários, órgão responsável pelos estabelecimentos prisionais no estado do Rio Grande do Sul. No terceiro capítulo foram apresentadas possíveis soluções para auxílio na resolução do problema do caos estrutural no sistema carcerário gaúcho. Por fim, chegou-se à conclusão que o discurso de ódio da população tem a capacidade de influenciar diretamente na reinserção do egresso, todavia, não foi possível estabelecer conexão direta entre a influência da mídia com a falta dos repasses de recursos públicos às prisões ou com a precária estrutura dos estabelecimentos prisionais.

It isn’t News to anyone the prison system crisis, every day several news are presented about the issue, some of them inflaming furthermore the hatred speech that comes from the population. The society’s indignation with the lack of public security in general ends up directly connected with the prison system, where all the individuals that committed illicit acts that appears all over the media. The present work has the objective of finding out how much does the media influences the structural chaos on the prison system . The first chapter brings a general overview for Rio Grande do Sul state’s detention system, comparing some data with the Brazilian national one. Then the issue of the condition of implementation of the Law of Criminal Executions within the Rio Grande do Sul state jail is addressed. In the second chapter the matter of the hatred speech and the media influence about it is debated. Next the results of the researches performed by the author are presented, both with the RS state population, as well as employees of the Superintendency of Penitentiary Services, the body responsible for prisons in the state of RS. In the third chapter possible solutions for help in solving the structural chaos problem in the gaúcho prison system was presented. Lastly, the conclusion that the population hatred speech has the capacity to influence directly the reinsertion of the egress has been reached, however it was not possible to establish any direct connection between the media influence and the lack of public resource transfers or with the precarious structure of prisons.
