Participação política : um estudo do comportamento político do jovem eleitor do município de Porto Velho

Abstract

Este estudo tem como objetivo pesquisar o comportamento político do jovem eleitor, do município de Porto Velho, estado de Rondônia. O problema da pesquisa consiste em analisar o comportamento político desse jovem. Para realizar esta pesquisa trabalhou-se com a hipótese de que é baixa a participação eleitoral do jovem pelo voto, pois, considera-se que apenas 30% dessa população fez o cadastro eleitoral. No desenvolvimento da pesquisa verificou-se o índice de participação política desses eleitores no Tribunal Superior Eleitoral (TSE) no período de 2008 a 2016. Aplicou-se, também, um questionário aos jovens eleitores de duas escolas: uma da rede particular e outra da rede pública de ensino. Por último, buscou-se compreender os motivos que influenciam a sua participação ou a não participação nos processos eleitorais. A pesquisa está estruturada seis capítulos além da introdução, que traz uma visão geral do jovem eleitor ainda na fase da adolescência, abordando como se dá a construção de seus valores e uma provável identidade voltada para o bem comum, a fim de compreender o seu comportamento político e a sua participação no processo eleitoral do município. No referencial teórico, no segundo capítulo, apresentam-se os títulos: O debate sobre a participação política; a Teoria Clássica da Participação Política; e as Teorias Participativas Contemporâneas. O terceiro capítulo se apresenta com a temática: A participação Política do Jovem Eleitor: um pouco de história. Esse tema traz a evolução histórica do direito à participação política e, ainda, outras pesquisas desenvolvidas sobre a participação política do jovem eleitor, como a dos jovens do município de Londrina, no estado do Paraná; a do Tribunal Superior Eleitoral, e programas de incentivo ao cadastramento eleitoral, como o #PartiuMudar. No quarto capítulo apresenta-se o resultado da participação do jovem eleitor do município de Porto Velho fornecida pelo Tribunal Superior Eleitoral, intitulado: Opiniões e participação do jovem eleitor do município de Porto Velho no período de 2008 a 2016. O quinto capítulo traz o resultado do questionário aplicado aos jovens, intitulado: Pesquisa do perfil e do comportamento do jovem eleitor. O sexto capítulo apresenta a análise de todos os resultados, a fim de compreender e justificar o título desta tese. Quanto ao método adotado, esta pesquisa é qualitativa e quantitativa quanto à abordagem; descritiva, quanto aos objetivos; e quanto ao delineamento é um levantamento. Com a conclusão da pesquisa verificou-se que é baixa a participação política do jovem eleitor do município de Porto Velho pelo voto, já que no período de 2008 a 2016 apenas 29,16% fizeram a inscrição eleitoral e 84,20% compareceram às urnas para votar.

This study aims to research the political behavior of young voters in the region of Porto Velho, state of Rondônia. The problem of the research lies in asking what is the political behavior of young voters in the county of Porto Velho. To carry out the survey, we worked with the hypothesis that the electoral participation of young voters in the county of Porto Velho is low, because it is considered that only 30% (thirty percent) of this population made the electoral register. For the development of the survey, the index of political participation was verified through the vote of these voters at the Superior Electoral Court (TSE) in the period from 2008 to 2016; a questionnaire was also applied to young voters in two schools, one of the private education and the other of the public education ; and finally, we sought to understand the reasons that influence their participation or non-participation in electoral processes. The survey is structured in an introduction and six (6) more chapters. The introduction of the study provides an overview of the young voter, still in the adolescence phase, addressing how the construction of their values and a probable identity directed towards the common good takes place, in order to understand their political behavior and their participation in electoral processes in the municipality of Porto Velho (Amazon region). The theoretical framework (second chapter) presents the titles: The debate on political participation; The Classical Theory of Political Participation and Contemporary Participatory Theories. The third chapter is presented with the theme: The Political Participation of Young Voters: A Bit of History, bringing the historical evolution of the right to political participation, and also other research developed on the political participation of young voters, such as that of young people from the municipality of Londrina, in the State of Paraná; the research of the Superior Electoral Court and incentive program In chapter four, the result of the electoral participation of young voters from the municipality of Porto Velho, provided by the Superior Electoral Court, entitled: Opinions and Participation of Young Voters from the County of Porto Velho in the Period from 2008 to 2016; Chapter five, presents the result of the questionnaire applied at the schools, entitled: Research on the Electoral Profile and Behavior of Young Voters; and in chapter six presents an analysis of all the results, in order to understand, according to the title: The Behavior of Young Voters of the Municipality of Porto Velho in Electoral Processes. Regarding the method adopted for the development of the study, this research as well as its approach is classified as qualitative and quantitative, the objectives been descriptive, and the delineation is a survey. With the conclusion of the survey, it was found that the political participation of young voters in the county of Porto Velho, through the vote, is low, showing that in the period from 2008 to 2016, only 29.16% (twenty-nine point sixteen percent) made the electoral registration, of these, 84.20% (eighty-four point twenty percent), attended the polls for electoral participation.
