Acesso à saúde da população em situação de rua de Porto Alegre

Abstract

Introdução: A saúde é um direito social e deve ser garantido pelo Governo através do Sistema Único de Saúde. No entanto, sabe-se que os determinantes sociais em saúde acabam estreitando o acesso de grupos em vulnerabilidade social, como a população em situação de rua. Apesar de a Política Nacional para População de Rua de 2009 assegurar o acesso amplo e seguro aos serviços e programas de políticas públicas de saúde, há violação deste direito, além de haver diversos aspectos relacionados a vivência da rua que contribuem para o processo de adoecimento na saúde física e mental. Nesse sentido, é fundamental compreender como se dá o acesso à saúde pela população em situação de rua no Município de Porto Alegre uma vez que habitar as ruas, por si só, configura riscos á à saúde, principalmente durante a Pandemia. Metodologia: Este estudo é uma revisão narrativa do tipo qualitativa. Os trabalhos que compõe a análise foram buscados na Biblioteca Virtual de Saúde. Além disso, para complementar o estudo, foi realizada busca em sites oficiais da Prefeitura a fim de identificar os serviços ofertados. Foram selecionados 6 trabalhos após leitura e identificação do tema estabelecido. Resultados: Os estudos mostraram que os principais motivos para acessar aos serviços são decorrentes da vivência na rua. Além disso, revelaram que a discriminação, preconceito, falta de informação, transporte são exemplos dos obstáculos para acesso à saúde. Após investigação nos sites oficiais da prefeitura de Porto Alegre, verifica-se que há diversos serviços ofertados à população, porém não há recursos suficientes para alcançar toda a população. Além disso, a pandemia impactou ainda mais um cenário de insegurança sanitária experenciada por este grupo. Conclusão: Conclui-se que o acesso à saúde desta população é limitado pela sua condição e que são necessários mais estudos para compreender o acesso à saúde da população de rua de Porto Alegre sobre a perspectivas deste público alvo.

Introduction: Health is a social right and must be guaranteed by the State through the Brazilian Unified Health System (SUS). However, it is known that social determinants in health end up narrowing the access of groups in social vulnerability, such as the homeless population. Although the 2009 National Policy for the Homeless Population ensures broad and safe access to public health policy services and programs, this right is violated, in addition to several aspects related to living on the street that contribute to the disease process in the physical and mental health. In this sense, it is essential to understand how access to health is provided by the homeless population in the city of Porto Alegre, since living on the streets, by itself, poses health risks, especially during the Pandemic. Methodology: This study is a qualitative narrative review. The reviews that make up the analysis were searched in the Virtual Health Library. In addition, to complement the study, a search was carried out on official websites of the City Hall in order to identify the services offered. Six reviews were selected after reading and identifying the established theme. Results: Studies have shown that the main reasons for accessing the services stem from living on the street. Furthermore, they revealed that discrimination, prejudgement, lack of information, transportation are examples of obstacles to accessing health. After investigating the official websites of the city of Porto Alegre, it appears that there are several services offered to the population, but there are not enough resources to reach the entire population. In addition, the pandemic further impacted a scenario of health insecurity experienced by this group. Conclusion: It is concluded that the access to health of this population is limited by their condition and that further studies are needed to understand the access to health of the homeless population of Porto Alegre from the perspectives of this target audience.
