Sistema-Mundo e transição tecnológica : uma perspectiva materialista das relações internacionais

Abstract

O presente trabalho busca sustentar uma conexão entre a Teoria do Sistema-Mundo e a Literatura da Transição Tecnológica. Assim, como problema de pesquisa, levanta-se a questão de se é possível compreender a Teoria do Sistema-Mundo e a Literatura da Transição Tecnológica como perspectivas complementares das Relações Internacionais. Estabelece-se a hipótese de que a conexão entre os respectivos arcabouços teóricos ocorre a partir do uso congruente e simultâneo dos conceitos de ciclos sistêmicos de acumulação, revoluções tecnológicas, paradigmas tecno-econômicos, sistema-mundo e hegemonias sistêmicas. A metodologia desse trabalho se baseia na revisão bibliográfica das principais obras destas literaturas e na construção de hipóteses de harmonização entres os aparatos teóricos. Concluise que a possibilidade de harmonização entre as teorias não é somente válida, como também agrega capacidade explicativa ao campo de estudos das Relações Internacionais. Enquanto que o constructo teórico do sistema-mundo atua como uma lógica de reprodução do sistema internacional, as dinâmicas das revoluções tecnológicas e dos ciclos sistêmicos de acumulação se constituem como lógicas de transformação. Por fim, a pesquisa se justifica tendo em vista que, enquanto as literaturas da Teoria do Sistema-Mundo e da Transição Tecnológica se encontram já muito desenvolvidas separadamente, a integração entre essas áreas é incipiente nas Relações Internacionais.

The present work seeks to sustain a connection between the World-System Theory and the Technological Transition Literature. Therefore, as a research problem, the question arises as to whether it is possible to understand the Theory of the World-System and the Literature of Technological Transition as complementary perspectives of International Relations. The hypothesis establishes that the connection between the respective theoretical frameworks occurs from the congruent and simultaneous use of the concepts of systemic cycles of accumulation, technological revolutions, techno-economic paradigms, world-system and systemic hegemonies. The methodology of this work is based on the bibliographical review of the main works of the literatures and on the construction of hypotheses of harmonization between the theoretical apparatuses. It is concluded that the possibility of harmonizing the theories is not only valid, but also adds explanatory capacity to the field of International Relations studies. While the theoretical construct of the world-system acts as a logic of reproduction of the international system, the dynamics of technological revolutions and systemic cycles of accumulation configure as logics of transformation. Finally, the research is justified considering that, while the literatures of the Theory of the World-System and Technological Transition are already very developed, an integration between these areas is incipient in International Relations.
