Fatores determinantes para a sucessão rural familiar e permanência dos jovens no município de Relvado/RS

Abstract

A sucessão familiar está cada vez mais presente no debate sobre o futuro da agricultura familiar, com impacto direto nas propriedades rurais e mesmo na economia e na demografia municipal. Os efeitos, especialmente da não sucessão na agricultura familiar podem ser sentidos com maior intensidade nos municípios agrícolas, como o município de Relvado/RS, objeto deste estudo. Este estudo traz como elementos referenciais o êxodo rural, a agricultura familiar e a sucessão rural e o jovem, além de localizar e descrever o munícipio de Relvado no contexto do desenvolvimento rural. A pesquisa buscou identificar os fatores que determinam a permanência dos jovens no meio rural e o processo de sucessão familiar nas propriedades do município em estudo. Para responder ao objetivo principal, o estudo verificou o papel das integradoras na decisão do jovem por permanecer nas propriedades, identificou os fatores relacionados à infraestrutura das propriedades capazes de influenciar a permanência dos jovens no meio rural e, identificou como as perspectivas dos jovens do meio rural afeta o desenvolvimento socioeconômico do município de estudo. A metodologia adotada para responder aos objetivos foi através de entrevista realizada com questionário, aplicada a 20 jovens rurais com idade entre 15 e 29 anos, sendo eles sucessores ou potenciais sucessores rurais nas suas propriedades. Metade destes jovens possui atividade de criação animal integrada (avicultura ou suinocultura) nas suas propriedades e a outra metade possui a atividade agrícola associada ou não à atividade de bovinocultura leiteira. A partir dos resultados, verificou-se que a maioria dos jovens considera que o sistema de integração e o fato da propriedade estar bem estruturada com maquinários são elementos importantes para a sua permanecia nas propriedades. Quanto às suas perspectivas, apontaram a demanda da criação de políticas públicas voltadas à sucessão rural no município além da necessidade de maior incentivo dos pais para que ocorra a sucessão nas propriedades, elementos estes que refletem e impactam o desenvolvimento socioeconômico municipal. Neste sentido, os resultados deste estudo reforçam a relevância das políticas públicas como pilares fundamentais para estimular a sucessão rural, assim como o incentivo e apoio familiar para a permanência do jovem nas propriedades, garantindo o desenvolvimento rural local também no futuro.

Family succession is increasingly present in the debate about the future of family farming, with direct impact on rural properties and even on the economy and municipal demography. The effects, especially of non-succession in family farming, can be felt with greater intensity in agricultural municipalities, such as the municipality of Relvado/RS, object of this study. This study brings as reference elements the rural exodus, family farming and rural succession and youth, in addition to locating and describing the municipality of Relvado in the context of rural development. The research sought to identify the factors that determine the permanence of young people in rural areas and the process of family succession in the properties of the municipality under study. In order to respond to the main objective, the study verified the role of integrators in the young person's decision to remain on the properties, identified the factors related to the infrastructure of the properties capable of influencing the permanence of young people in rural areas, and identified how the perspectives of young people in rural areas affect the socioeconomic development of the municipality of study. The methodology adopted to respond to the objectives was through an interview carried out with a questionnaire, applied to 20 rural young people aged between 15 and 29 years, they are successors or potential rural successors in their properties. Half of these young people have integrated animal husbandry (poultry or swine farming) on their properties and the other half have agricultural activity, associated or not with dairy cattle activity. From the results it was found that most young people consider that the integration system and the fact that the property is well structured with machinery are important elements for their stay on the properties. As for their perspectives, they pointed out the demand for the creation of public policies aimed at rural succession in the municipality, as well as the need for greater encouragement from parents so that succession occurs on their properties, that elements reflect and impact the socioeconomic development of the municipality. In this sense, the results of this study reinforce the relevance of public policies as fundamental pillars to stimulate rural succession, as well as the incentive and family support for the young person to stay on the properties, guaranteeing the local rural development in the future as well.
