Interfaces entre saúde única e os serviços veterinários oficiais : uma revisão sistemática

Abstract

Introdução: A saúde única é uma abordagem em que a saúde dos animais, dos seres humanos e do meio ambiente é indissociável. Os Serviços Veterinários Oficiais (SVOs) têm papel relevante neste contexto, não somente por atuar no combate às zoonoses, mas também em relação às doenças transfronteiriças, que são aquelas que se disseminam muito rápido entre os animais e causam imensos prejuízos socioeconômicos. Objetivo: Realizar uma revisão sistemática sobre as interfaces existentes entre a saúde única e o SVOs. Métodos: A estratégia de busca abrangeu cinco bases de dados públicas: PUBMED, Literatura Latino-Americana e do Caribe em Ciências da Saúde (LILACS), EMBASE, Web of Science e Centre for Agriculture and Biosciences International (CABI). Empregando o método PRISMA, de um total 364 artigos resgatados, 27 foram selecionados para serem revisados. Resultados: Do total, quinze abordaram o papel dos serviços oficiais e o desenvolvimento de políticas públicas voltadas para saúde única, seis trataram da resistência a antimicrobianos, dois destacaram as contribuições dos serviços veterinários (oficiais e autônomos) no combate à COVID-19 e quatro versaram sobre os pilares da saúde única de forma mais generalista, abordando superficialmente os aspectos relacionados ao SVO. Os resultados encontrados apontaram para a carência de legislações e regulamentos no contexto da saúde única, bem como a existência de poucos exemplos práticos da atuação conjunta entre a medicina humana e animal. Conclusão: A saúde única ainda permanece muito no campo teórico e necessita de esforços para a sua efetiva aplicação prática, especialmente para superar as barreiras interprofissionais e abranger as questões ambientais de forma mais contundente.

Introduction: One Health is an approach that treats animal health, human health and the environment in an inseparable way. The Official Veterinary Services have a crucial role in this context, not only in confronting zoonoses, but also in relation to transboundary diseases, which are those that spread very quickly between the animals and brings huge socio-economic losses. Goal: To develop a systematic review about the interfaces between one health and the official veterinary services. Methods: The search strategy covered five public data bases: PUBMED, LILACS, EMBASE, Web of Science e CABI. Employing the PRISMA method, from a total of 364 articles analyzed, 27 were selected to be revised. Results: From the total, fifteen approached the role of the Official Veterinary Services and the development of public policies about one health, six where about antimicrobial resistance, two highlighted the contributions from the veterinary services (governmental or private) in the combat against COVID-19 and four prioritized the pillars of One Health in a general way, with a superficial approach related to Official Veterinary Services. The results found pointed the lack of policies and regulations in the One Health context, as well as the existence of few practical examples of a joint performance between the human and the animal medicine. Conclusion: The One Health approach still remains in the theoretical field and demands efforts to an effective practical application, especially to overcome the interprofessional barriers and encompass the environmental issues in a stronger way.
