As mudanças realizadas por Richard Nixon a partir da interpretação da obra de Carl von Clausewitz

Abstract

O presente trabalho possui como tema as mudanças realizadas por Richard Nixon como resposta às demandas internas e externas impostas pela Guerra do Vietnã. O estudo objetiva analisar sob a lente teórica de Carl von Clausewitz a forma em que o presidente estadunidense entre 1969 e 1974 estabeleceu as forças militares como mecanismos de obter seus fins políticos e a conexão que houve com o cenário do país envolvendo povo, exército e governo. Diante disso, busca-se a resposta para a seguinte pergunta: “De que forma Richard Nixon lidou com o contexto dos Estados Unidos e do sistema internacional em meio às polêmicas envolvidas na Guerra do Vietnã?” A hipótese trabalhada ao longo do estudo é de que, em virtude da falta de confiança e entendimento da população sobre os motivos que fizeram os Estados Unidos permanecerem no conflito com os vietnamitas do norte por tanto tempo, Richard Nixon utilizou de mecanismos de discurso como forma de obter o apoio nacional e justificar seus atos e suas estratégias, ainda que não refletisse inteiramente as práticas militares que os Estados Unidos estariam realizando no sudeste asiático. Dessa forma, o trabalho busca ao longo de seu texto construir de forma breve nos capítulos iniciais a conexão entre os três fatores já citados, desde a Guerra Civil, mas primordialmente através de Primeira Guerra Mundial e de Segunda Guerra Mundial, pois entende-se que foram os dois momentos anteriores ao Vietnã que mais reforçaram a ideia norte-americana de pertencimento do povo aos objetivos da nação. Assim, torna-se compreensível toda as revoltas que houve no país ao longo das décadas de 1960 e 1970 e resultaram nas práticas desenvolvidas por Richard Nixon.

This paper focuses on the changes made by Richard Nixon in response to the internal and external demands imposed by the Vietnam War. The study aims to analyze, from the theoretical perspective of Carl von Clausewitz, the way in which the US president between 1969 and 1974 established military forces as mechanisms to achieve his political goals and the connection that existed with the country's scenario involving the people, army and government. In view of this, the aim is to answer the following question: "How did Richard Nixon deal with the context of the United States and the international system amid the controversies involved in the Vietnam War?" The hypothesis worked on throughout the study is that, due to the population's lack of trust and understanding about the reasons that made the United States remain in conflict with the North Vietnamese for so long, Richard Nixon used discourse mechanisms as a way to obtain national support and justify his actions and strategies, even though they did not fully reflect the military practices that the United States was carrying out in Southeast Asia. Thus, throughout its text, the work seeks to briefly construct in the initial chapters the connection between the three factors already mentioned, since the Civil War but primarily through the First World War and the Second World War, since it is understood that it was the two moments prior to Vietnam that most reinforced the North American idea of the people's belonging to the nation's objectives. Thus, it becomes understandable all the revolts that occurred in the country throughout the 1960s and 1970s and resulted in the practices developed by Richard Nixon.
