A Rússia no Século XXI : os desafios da ordem multipolar

Abstract

O presente trabalho aborda a reestruturação estatal e estratégica da Rússia no século XXI. O tema é explorado sob a perspectiva da transição do país de uma superpotência em uma ordem bipolar para um Estado-nação em busca de redefinir sua posição no Sistema Internacional. O objetivo geral da pesquisa é avaliar a posição da Rússia no Sistema Internacional contemporâneo, investigando as mudanças internas e condicionantes externos que moldaram sua visão estratégica. Especificamente, busca-se analisar o legado soviético, compreender a reorganização das estruturas estatais e examinar a política externa russa a partir de 2014, com destaque para ações como a anexação da Crimeia e a intervenção na Ucrânia. A pesquisa adota uma abordagem qualitativa, fundamentada em revisão bibliográfica e análise documental de decretos e doutrinas de política externa da Federação Russa. Esse método permite avaliar as transformações políticas e estratégicas russas no contexto de um Sistema Internacional em crise e transição, caracterizado pela emergência de novos polos de poder e pela tentativa de contenção por parte do Ocidente. Os resultados indicam que a Rússia passou por uma reestruturação significativa, tanto em sua política interna quanto em sua projeção internacional. Essa transformação foi moldada pela busca de soberania e pela reação a desafios impostos pela globalização neoliberal e pela hegemonia ocidental. A defesa de uma ordem multipolar emergiu como elemento central da estratégia russa, evidenciando uma tentativa de contrabalançar o poder das potências ocidentais e consolidar alianças com países emergentes.

The present study addresses Russia’s state and strategic restructuring in the 21st century. This subject is explored under the optic of the country’s transition from a superpower in a bipolar order to a nation-state seeking to redefine its position in the International System. The main goal of this research is to assess Russia's position in the contemporary International System, investigating the internal changes and external factors that have shaped its strategic vision. In particular, the study aims to analyze the Soviet legacy, understand the reorganization of state structures, and examine Russian foreign policy since 2014, focusing on actions such as the annexation of Crimea and the intervention in Ukraine. The research adopts a qualitative approach, based on a bibliographic review and documentary analysis of decrees and foreign policy doctrines of the Russian Federation. This method allows for an evaluation of Russia’s political and strategic transformations within the context of an International System that is both in crisis and transition, due to the emergence of new power poles and the West’s attempts to contain them. The results indicate that Russia has undergone a significant restructuring in both its domestic policy and its international projection. This transformation was shaped by the pursuit of sovereignty and a reaction to challenges posed by neoliberal globalization and Western hegemony. The defense of a multipolar order has emerged as a central element of Russian strategy as an attempt to counterbalance the power of Western nations and consolidate alliances with emerging countries.
