A relação da regulação com a política de financiamento : uma análise do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB)

Abstract

O presente estudo tem como principal foco a regulação estatal, suas vertentes e aplicações, tem como objeto de análise a política de financiamento da educação básica, o Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB). O objetivo geral da pesquisa foi analisar como a regulação de políticas se efetiva na política de financiamento da educação básica. Para tanto, se buscou compreender como a lógica da eficiência entrou nas políticas sociais, entender sobre o arcabouço legal do FUNDEB, identificar a relação da regulação com as políticas sociais, deste modo, apontar os Domínios de Regulação Econômico e Social, do modelo analítico proposto por Coutinho (2015), que estão presentes na lógica atual da política de financiamento da educação nacional. A relevância deste estudo está vinculada à garantia de direitos que são positivados mediante políticas públicas, como a educação que está prevista na Constituição Federal Brasileira de 1988. Trata-se de um estudo de abordagem qualitativa cujo método foi descritivo e exploratório fundamentado na revisão teórica, documental e entrevistas com especialistas na área de Financiamento da Educação Brasileira. Neste trabalho foi possível analisar a regulação de políticas públicas e como esta foi influenciada pela lógica da eficiência, a partir das raízes de um Estado gerencialista, assim, foi possível entender e colocar em discussão que o FUNDEB é um instrumento de regulação do Estado e que nele é possível identificar domínios da regulação social e econômica e, por fim, que este é um tema que deve ser cada vez mais investigado pela área acadêmica.

This is the focus of state regulation, its questions and applications, as the object of analysis of the basic education financing policy, or the Fund for the Maintenance and Development of Basic Education and the Value of Education Professionals (FUNDEB). The general objective of the investigation was to analyze how political regulation is implemented in the basic education financing policy. Furthermore, if you want to understand the logic of efficiency within social policies, understand the legal framework of FUNDEB, identify the regulatory relationship with social policies, in this way approach the economic and social regulatory domains, the analytical model proposed by Coutinho (2015), which is present in the current logic of the national education finance policy. The relevance of this study is linked to the guarantee of positive orientations through public policies, such as the education foreseen in the Brazilian Federal Constitution of 1988. It is a qualitative study whose method was descriptive and exploratory starting from the original review, documents and interviews with specialists from the Brazilian Educational Finance area. In this work we will analyze the regulation of public policies and how this was influenced by the logic of efficiency, starting from the reasons of a managerialist state, therefore, we will understand and place in the discussion that the FUNDEB is a instrument of regulation is the state and that here it is possible to identify domains of social and economic regulation and, ultimately, that this is a topic that should be more investigated in the academic area.
