RENOSP : tramas, trajetórias e resistências de operadores de segurança pública LGBTQIA+

Abstract

Esta tese tem o objetivo discutir as estratégias de resistência elaboradas por operadores de Segurança Pública LGBTQIA+, em contextos marcados historicamente por heteronormatividades e cisnormatividades, além de outras normativas. A partir da Rede Nacional de Operadores de Segurança Pública LGBTQIA+ (RENOSP), a pesquisa analisa como esses sujeitos constroem formas de existir e resistir em espaços tradicionalmente hostis à diversidade sexual e de gênero. Utilizando-se do referencial teórico da Psicologia Social e considerando pressupostos teóricos embasados nas propostas de Michel Foucault, especialmente os conceitos de práticas discursivas, produção de subjetividades e resistência, foram construídas análises a partir de entrevistas com 12 sujeitos que atuam ou atuaram em instituições de Segurança Pública, como as Polícias Militares, Polícias Civis, Marinha e Guarda Municipal. A RENOSP é analisada como uma rede que atua tanto publicamente, por meio de campanhas e formações, quanto de forma discreta, oferecendo acolhimento e articulação política aos seus membros. O estudo aponta que a presença LGBTQIA+ nesses espaços não apenas desafia normas institucionais, mas também produz fissuras simbólicas nos discursos de masculinidade hegemônica e nos regimes disciplinares das corporações. A escolha metodológica da análise de práticas discursivas possibilitou compreender como as narrativas dos sujeitos constroem sentidos de pertencimento, resistência e transformação. A tese destaca ainda a escassez de estudos acadêmicos sobre a RENOSP, apesar da crescente visibilidade da rede e do aumento das violências contra sujeitos LGBTQIA+ no Brasil. Ao articular vivências pessoais e trajetórias institucionais, argumenta-se que resistir, nesses contextos, é tanto uma prática cotidiana quanto política, atravessada por afetos, riscos e desejos de transformação. A pesquisa contribui para a ampliação dos debates em Psicologia Social e dos estudos sobre Segurança Pública, e diversidade de gênero e sexualidade, ao destacar as experiências de sujeitos que constroem redes de suporte e enfrentamento dentro de instituições tradicionalmente opressoras às suas existências.

This thesis aims to investigate the resistance strategies developed by LGBTQIA+ Public Security agents within institutions historically marked by heteronormativity, cisnormativity, and other normative structures. Using the National Network of LGBTQIA+ Public Security Operators (RENOSP) as a central reference, the research analyzes how these individuals construct ways of existing and resisting in spaces traditionally hostile to sexual and gender diversity. Grounded in Social Psychology and drawing on theoretical foundations proposed by Michel Foucault, especially the concepts of discursive practices, subjectivity production, and resistance, his study is based on interviews with 12 individuals who currently work or have worked in Public Security institutions, such as Military and Civil Police forces, the Navy, and Municipal Guards. RENOSP is analyzed as a network that operates both publicly, through campaigns and training, and privately, by offering support and political articulation to its members. The study shows that the presence of LGBTQIA+ individuals in these institutions not only challenges institutional norms but also creates symbolic ruptures in hegemonic masculinity discourses and in the disciplinary regimes that govern these organizations. The methodological choice of discursive practice analysis enabled an understanding of how the participants’ narratives construct meanings of belonging, resistance, and transformation. The thesis also highlights the lack of academic research on RENOSP, despite its growing visibility and the increasing violence against LGBTQIA+ individuals in Brazil. By articulating personal experiences with institutional trajectories, the work argues that resistance in these contexts is both a daily and political practice, shaped by affect, risks, and the desire for change. This research contributes to expanding the debates in Social Psychology and in the studies on Public Security, gender, and sexual diversity, by highlighting the experiences of individuals who build support and resistance networks within institutions that have traditionally oppressed their existences.
