Iniciativas ambientais em pequenas empresas do setor metal-mecânico à luz da economia circular : revisão teórica e proposta de melhorias

Abstract

A Economia Circular (EC) é um tema pouco estruturado, mesmo no meio acadêmico, pois envolve uma diversidade de conceitos e práticas cuja materialidade e aplicação variam muito com o contexto. Este trabalho tem por objetivos revisar as principais iniciativas ambientais em pequenas empresas do setor metal-mecânico à luz da EC, sistematizar a literatura acadêmica sobre práticas ambientais em pequenas empresas desse setor e apontar as principais limitações e propostas de melhoria a partir da literatura revisada. É uma pesquisa teórica, que utilizou o método Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA). Foi selecionado um total de 37 estudos de bases de dados internacionais e nacionais. A indústria metal-mecânica de pequeno porte tem uma ampla gama de subsetores de atividade, mas suas práticas ambientais aparecem de forma isolada na literatura, principalmente em estudos de caso. Essas iniciativas são: gerenciamento de resíduos sólidos, reuso de água, Produção Mais Limpa, ecoeficiência e redução de emissões. Destaca-se o pequeno número de pesquisas sobre o tema, mesmo na literatura internacional. As principais limitações à adoção de EC pelo setor são: falta de recursos, investimentos, tecnologias, cultura organizacional e de redes de colaboração. Entre as melhorias necessárias identificadas estão: estabilidade organizacional para iniciar as práticas; criação e gerenciamento de projetos com metas quantitativas; abertura à inovação; educação para a sustentabilidade na prática; replanejamento do uso de água, da gestão de resíduos e do design de produtos e serviços. Há ainda lacunas não respondidas pelos estudos: como estratificar as práticas de EC considerando os diferentes subsetores das pequenas empresas metal-mecânicas?; como detalhar cada prática identificada considerando o grau de maturidade nos diferentes subseguimentos dessa indústria?

Circular Economy (CE) is an ill-structured subject even in the academic field because it involves diverse concepts and practices whose materiality and implementation change according to the context. This work aims to review the main environmental initiatives of the small metal-mechanic firmsin the light of the CE, to systematize the academic literature on environmental practices in small firms of this sector, and to indicate the main limitations and improvements proposal from the reviewed literature. This is a theoretical reseach that employed the Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA) method. Thre were selected 37 studies from international and national data bases. The small metal-mechanic firm has a wide variety of subsectors, however their environmental practices are reported in isolated way in the literature, mainly through case studies. Such initiatives are: solid wastes management, water reuse, Cleaner Production, ecoefficiency, and emissions reduction. It is highlighted the small number of research about this theme, even in the international literature. The main limitations to CE adoption by the sector are: lack of resources, investments, Technologies, organizational culture, and collaboration nets. Among the necessary identified improvements can be mentioned: organizational stability to begin the practices; creation and management of projects with quantitative targets; openness to innovation; education for sustainability in practice; replanning of water use, wastes management, and products and services design. There remain gaps not answered by the studie: how to stratify EC practices considering diferente subsectors of the metal-mechanic small firms? How to detail each identified practice considering the level of maturity in the diferente subsegments of this industry?
