A elite em formação e movimento : o exercício do poder por José Feliciano Fernandes Pinheiro na Alfândega de Porto Alegre (c.1800 – c.1830)

Abstract

A investigação propõe a análise do exercício do poder de José Feliciano Fernandes Pinheiro, funcionário régio, escolhido pelo soberano, no início do século XIX, para ocupar o cargo administrativo de Juiz e Ouvidor da Alfândega de Porto Alegre. Após pouco mais de duas décadas exercendo essa função, o funcionário adentrou à carreira política, exerceu funções elegíveis e se relacionou com a elite política nacional. Dessa forma, a análise do exercício do poder do funcionário régio, na Alfândega de Porto Alegre, possibilita questionamentos sobre a elite em formação e a relação entre soberano e súditos, no processo de emancipação brasileira. A partir da noção da existência de redes de sociabilidade, podemos entender as inúmeras relações que o funcionário manteve com a sociedade, tanto a partir do cargo que ocupou, bem como sendo parte integrante dessa mesma sociedade. A investigação permitiu concluir que a inserção à vida política se operou, principalmente, pelas relações que manteve com a sociedade sulista, ao longo de duas décadas, não esquecendo o peso das relações personalistas, presentes ainda no início do século XIX.

The research proposes the analysis of the exercise of power of Jose Feliciano Fernandes Pinheiro, a royal official, chosen by the sovereign, in the early nineteenth century, for occupy the office of Judge Customhouse in Porto Alegre. After just over two decades performing this function, the employee entered the political career, he served eligible dutyes and was related to the national political elite. Thus, the analysis of the exercise of power of royal officials in the Customhouse in Porto Alegre, allows questions about the elite training and the relationship between sovereign and subjects in the process of emancipation in Brazil. From the notion of the existence of social networks, we can understand the many relationships that the employee remained with the society, both from the position he occupied, as well as being an integral part of this society. The investigation permitted to conclude that the inclusion in political life are operated mainly by the relations he had with the Southern society over two decades, not forgetting the weight of personalistic relationships, present even in the early nineteenth century.
