Conhecimento dos integrantes de um comitê municipal acerca do plano municipal de enfrentamento à violência e exploração sexual de crianças e adolescentes e pelo direito a uma sexualidade saudável

Abstract

Esse estudo objetivou tornar pública a voz de integrantes de um Comitê Municipal com vistas ao enfrentamento da violência e exploração sexual de crianças e adolescentes, evidenciando o que eles sabem sobre o Plano Municipal de Enfrentamento à Exploração Sexual de Crianças e Adolescentes. Desta forma, o presente trabalho intentou evidenciar as informações que estes profissionais têm deste tema, através de entrevista semi-estruturada, e posterior análise de conteúdo. Revelaram-se assim, temas como a importância do Plano, limitações dele, estrutura sociopolítica, além de sua implementação e as tendências futuras que ele aponta. A maioria das participantes traz, de forma muito evidente, necessidade do Plano ser melhor aplicado, tornando-se um plano operacional, indo além da sua característica de nortear ações, assim como definitivamente “sair do papel”. Trazem também o Plano como um organizador das funções de seus atores sociais, bem como questões referentes à estrutura sociopolítica que o atravessa, pontuando assim a cultura, a estrutura política e a qualificação dos profissionais como assuntos que andam junto à implementação dele. Conclui-se sobre a importância em desvelar esse tema, para que ele não seja mais encoberto, assim como finalmente tornar este Plano um documento operacional. Desdobra-se enfim esta pesquisa como um arquivo histórico do momento atual de oficialização do Comitê de Enfrentamento à Exploração, local onde este trabalho foi realizado, e do Plano Municipal de enfrentamento.

This study had the aim to poster the voice of a Municipal Committee members in order to check up on violence and sexual exploitation of children and adolescents, demonstrating what they know about the City Plan to Cope Sexual Exploitation of Children and Adolescents. Thus, this work had the purpose to point out the information these professionals have about this theme, through semi-structured interview and subsequent content analysis. There were exposed issues such as the importance of the Plan, its limitations, its socio-political structure, implementation and its pointing future trends. Most of the participants brings clearly that the Plan needs to be better applied in order to become an operational plan and overcome its characteristic of being a guide to action as well as “get out of the paper” definitely. They also bring the Plan as a function organizer of its social actors, as well as issues related to socio-political structure that crosses it, pointing the culture, the political structure and the qualification of the professionals as matters that go together with the implementation of the Plan. So, it comes to the conclusion about the importance of unveiling this theme so it will no longer be hidden and finally make this Plan become an operational document. This research unfolds a historical file of the current moment of formalizing the Committee to Cope Exploitation, where this work was performed, and the Municipal Coping Plan.
